This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive Service Positions to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is located at Lower Granite Project, operated by the US Army Corps of Engineers and situated on the Snake River, 32-river miles downstream from Clarkston, Washington. This Project provides hydroelectric generation, navigation, fish passage and recreation.
Duties
Responsible for the development, scheduling, direction and evaluation of the juvenile fish passage, collection and transport programs.
Responsible for personnel selections, appraisals, discipline, awards, and other personnel management programs.
Responsible for monitoring physiological condition of fish in project facilities, barges, and trucks.
Surveillance of operating collection facilities.
Plans for future work load adjustments and emergency requirements.
Evaluates results of work in terms of economy, efficiency, and accuracy.
Provides training and supervision for personnel working in a complex 7-day a week, 24-hours a day fishery management program.
Acts as technical adviser during implementation of facility modifications.
Originates, completes, and publishes scientific studies.
Coordinates Project fishery activities with District Corps personnel and other Federal, State, and tribal organizations.
Directs the powerhouse debris removal and disposal operation.
Responsible for assuring efficient upstream passage of returning adult anadromous fish.
Requirements

In order to qualify, you must meet the education and/or experience requirements described below. Basic Education Requirement for Supervisory Fish Biologist:
Bachelor's degree (or higher degree) in biological science that included at least 6 semester hours in aquatic subjects such as limnology, ichthyology, fishery biology, aquatic botany, aquatic fauna, oceanography, fish culture, or related courses in the field of fishery biology; AND at least 12 semester hours in the animal sciences in such subjects as general zoology, vertebrate zoology, comparative anatomy, physiology, entomology, parasitology, ecology, cellular biology, genetics, or research in these fields, or excess course work (beyond the required 6 semester hours) in aquatic subjects. OR
Combination of education and experience which includes courses equivalent to a major in biological science (i.e., at least 30 semester hours), of which a minimum of 6 semester hours were in aquatic subjects and 12 semester hours were in the animal sciences, as shown in A above, plus appropriate experience or additional education. (Note: You must attach a copy of your transcripts.)In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: Experience in analyzing data and preparing studies and reports for a fish passage, and collection program; AND experience assisting with the training and direction of technical employees in scientific data collection, analysis, and evaluation; AND experience with the operation and maintenance of a fish facility. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

Education: Three years of progressively higher level graduate related education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree, directly related to the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages.
