Duties

You will serve as a technical expert and provide engineering and design services to all activities and tenants for a broad range of facilities served by NAVFAC. You will provide independent, timely and professional specialized structural engineering products, services and consultation for the planning, design, construction and maintenance of facilities. You will serve as an expert in advanced structural engineering concepts, principles and practices as they apply to a wide range of shore facilities including piers, housing, medical facilities, and aviation facilities. You will lead multi-discipline design teams engaged in the design of complex projects. You will develop complex designs and analyses utilizing advanced structural Engineering software.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You must have a current registration as a Professional Engineer (PE License).

Qualifications

This position has a Selective Placement Factor (SPF). You must have a current registration as a Professional Engineer (PE) from any state, the District of Columbia, Guam or Puerto Rico. If you meet this requirement, you must provide a copy of your current registration with your application. A copy of a wall certificate that does not show current registration status will not serve to verify you meet this requirement. In addition to the SPF, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Applying mastery level knowledge and skill in applying, advanced theories, concepts, and principles of professional civil engineering to serve as a regional engineering point of contact /recognized subject matter expert for design and construction projects; 2) Applying new developments or experimental theories in structural engineering to problems not readily treatable by conventionally accepted methods; 3) Applying engineering skills to effectively assess customer's requirements and develop innovative solutions; 4) Demonstrating an in-depth knowledge of civil/structural engineering specifications, criteria and policy, industry codes and standards, and standard practices design; 5) Applying in depth knowledge of local, state, federal, and foreign country laws, codes, and other statutory requirements affecting civil/structural engineering design throughout the area of responsibility, including but not limited to the United States, and other areas as assigned by the DoD; and 6) Utilizing knowledge of related architectural and engineering fields and their associated impacts as related to structural engineering design. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
OR
Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
