This position is for a SUPV HR SPEC (MILITARY), PD# D1104000, part of the Nevada Army National Guard. The purpose of this position is to supervise and manage two or more of the following human resource programs: Officer Personnel Management (OPM), Enlisted Personnel Management (EPM), Standard Installation and Division Personnel System (SIDPERS), Personnel Services Section, Medical Section, or the Education Section.

Duties

(1) Directly supervises and provides technical and administrative supervision over Human Resources Assistants(Military), Human Resources Specialists (Military), and specialist within the other specialized functions of the MILPO office. Formulates human resources and administrative procedures and policies based on the interpretation of regulations and directives from Department of Defense (DoD), Department of Army (DA), and the National Guard Bureau (NGB). As required, performs military human resources work in any of the program areas, for which assigned, for officer, warrant officer, and enlisted members and includes but is not limited to: enlistments, appointments, discharges, separations, branch transfers, interstate transfers, retirements, survivor benefits, Military Occupational Skill (MOS) changes, evaluation systems,, National Guard Bureau (NGB) waivers, etc. Resolves technical/policy issues presented by subordinates within the area of assignment. Convenes or participates in various boards which may include: promotion, awards, selective retention, MOS Medical Review Board (MMRB), Incapacitation Review Boards, Medical and/or Physical evaluations, etc. Provides direct support to all units located within the state, their dependents, and retired members. (2) Plans, organizes, and directs the activities of assigned program areas, ensuring that legal and regulatory requirements are met. Develops goals and objectives that integrate organization and military human resources objectives and establishes policies and procedures for accomplishment of the same. Coordinates, plans, and schedules with other organization managers and customers as appropriate. Reviews and provides advice on organization missions, functions, and manning of serviced units. Identifies, analyzes, and provides recommendations to supervisor on significant issues and problems related to work accomplishment. Identifies requirements and initiates requests for additional resources including personnel, overtime, equipment, supplies, and space to ensure success in meeting goals and objectives. Establishes analysis systems to ensure actions are timely and reviewed at critical points. Accepts, amends, or rejects work presented by subordinates. Performs self-inspection and presents detailed and comprehensive report with any corrective action taken to supervisor. Follows-up to ensure complete and quality resolution of discrepancies. (3) Oversees and reviews the accounting of funds for accounts relating to the area of assignment which may include but is not limited to: NGB tours, incapacitation pay, medical care, clothing, educational bonuses and incentives, and recruiting and retention incentive payments; and requires exercising proper control measures, forecasting, and developing and conducting of internal audit reviews. As required, provides reports on audits and outlines any changes to be made as a result of the findings. (4) Plans and schedules work in a manner that promotes a smooth flow and even distribution, sets and adjusts short-term priorities, and prepares schedules. Assigns work to subordinate employees based on organization priorities and consideration of difficulty and requirements of assignments such that the experience, training, and abilities of staff are effectively utilized to meet organization and customer needs. Hears and resolves employee complaints and refers serious unresolved complaints to higher-level management. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. Encourages self-development. Assesses and revises policies and procedures as needed to find ways to improve quality, timeliness, and efficiency of work. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Evaluates subordinate workers performance ensuring consistency and equity in rating techniques. Approves/disapproves leave requests. (5) Meets with key customer and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve problems that arise. Provides or ensures that subordinates provide customer guidance and training. Participates in special projects and initiatives and performs special assignments. Identifies the need for special projects and initiates milestones and goals. Evaluates reports by analyzing facts and performing appropriate research and prepares detailed responses. Determines appropriate recommendations for unresolved or questionable problems and performs follow-up. Researches and determines or recommends appropriate actions or interpretation of issues that impact organization, installation, command, or agency. (6) Performs other duties as assigned.

GENERAL EXPERIENCE: Must have skills in collecting and analyzing data effectively, efficiently, and accurately; ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication; ability to write English in reports and presentation formats; ability to communicate clearly and effectively; skills in presenting formal training presentations and briefings; ability to assess body language and perceive emotional and/or distress levels; and, skills in applying procedures and directives by reading and interpreting program material. SPECIALIZED EXPERIENCE: Must have at least one year of specialized experiences as a GS-09, GS-10, or the equivalent in regard to human resources programs, such as federal civilian, military, or National Guard technician personnel programs. Must have experiences in executing personnel programs and Human Resources Information Systems, as applicable to the specific position and its position description. Must have knowledge and understanding of the personnel and manpower core competencies: Organization Structure; Requirements Determination; Program Allocation and Control; and, Performance Improvement. Have working knowledge of the Army and Air National Guard organizational structures; organizational and manpower standards; manpower resources; military grades; manpower data systems; peacetime and wartime manpower requirements and utilization; and, commercial services to include strategic sourcing. Experienced in performing military personnel activations, deployments, and redeployments. Knowledge of readiness status reports and their direct use by managers or commanders. Competent in writing, designing, formatting, publishing, and presenting specific program assigned work to peers and immediate supervisors at workshops or special committee meetings. Experienced in performing personnel program requirements that involve advising supervisors and managers; and, experienced in completing accession planning and processing; classification and position management; and, civilian and military promotions. Experienced in conducting reenlistments, assignment and reassignment actions, human resources development programs, education and training policy requirements, retraining procedures, or retirements. Competent in discussing the equal opportunity and sexual assault prevention and response programs. Have experiences in career counseling; completing or editing performance evaluations; and, conducting educational and skill development personnel course programs. Competent in personnel plans, programs, and policies, and advised others on their implementation activities. Skilled in applying program directives, policies, and training manuals. Knowledgeable on manpower resources and allocations in support of the Army and Air National Guard planning, programming, budgeting and implementing procedures. Working knowledge in merit principles, prohibited practices, performance management, and productivity programs; and, experienced formulating process improvement, best practices, and performance techniques.

Education

Army National Guard and Air National Guard Enlisted GS-09 through GS-12 Positions Must have a high school diploma or a general education development (GED) diploma. An undergraduate degree from an accredited college/university is optimum.
Army National Guard and Air National Guard Officers GS-11 through GS-14 Positions An undergraduate degree from an accredited college or university is mandatory. A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.
