Duties

Serves as Branch Chief, Supervisory Contract Specialist Exercises authority over acquisition planning, contract solicitation, proposal evaluation, contract negotiation, contract award and contract administration. Supervises employees engaged in pre-award and post-award contracting functions. Serves as warranted contracting officer with unlimited signature authority. Serves as an expert Contract Specialist with extensive understanding and familiarity with the laws and regulations of the Federal Acquisition Regulation and Supplements and a knowledge of business and industry practices, sources of supply, cost factors, Department of Labor laws, Small Business laws and requirements characteristics in order to apply them to a variety of acquisitions. Works with other Acquisition Professionals in DLA Land and Maritime to execute change management, training, communications, business process reengineering, and operations for the Warren DLR contracting site. Collaborates with Operations/Process Management Division Chief, Acquisition Division Chief, DLA Land Warren Director, and other relevant senior management officials in developing innovative responses and recommendations, and program/project policies and procedures to overcome procurement process and related business management problems.

Qualifications

To qualify for a Supervisory Contract Specialist, your resume and supporting documentation must support: Basic Contracting Requirement: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified on or before September 30, 2000 are excluded from the requirements of "A" above. Contracting Officer Basic Requirement: Must possess at least 2 years of experience in a contracting position. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. In addition to meeting the Basic DAWIA Requirement above, to qualify for the GS-13 grade level, specialized experience must be at the GS-12 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in- grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Knowledge of Defense contracting laws, regulations, and policies, including techniques of contracting operations, and detailed procedures of DLA and DoD contracting requirements to analyze and evaluate application of policies, procedures, and techniques. Dealing with processing interrelationships, performance critical data, and performance metrics, which pertain to the Procurement process; Analyzes the effectiveness of the procurement process in meeting its performance targets and to recommend process improvements. Applying and adapting analytical techniques and evaluation criteria to investigate, analyze, and evaluate the effectiveness and efficiency of activities within the procurement process area and to develop and implement corrective actions for complex procurement process problems. Ability to analyze and make recommendations Ability to provide advice and guidance Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
