About the Position: This position is located within the US Army Corps of Engineers, Huntington District, Planning, Programs, and Project Management Division, with duty in Huntington, WV.

Duties

Serves as a Project Management Section Chief and works under the general administrative direction of the Assistant Chief, Programs and Project Management Branch. Directs the development, preparation, and submission of Civil Works programs and program data for budgetary proposals and changes. Oversees presentation and defense of the annual and multi-year civil works programs. Prepares budgetary reports and provides timely advice and support to the Assistant Chief of Programs and Project Management Branch, Chief of Programs and Project Management Branch, and Deputy District Engineer. Review and approve the full range of personnel actions including identification and allocation of manpower needs, management of performance and conduct standards, and training. Analyzes, reviews, and recommends civil works programming activities, exercising responsibility for the interpretation of Civil Works Director’s Policy Memos, implementation guidance and directives. Directs preparation, approval, and updates of Project Management Plans for all active projects in the district, which become the blueprint for carrying out the district's Project Management program. Monitors program progress, evaluates project performance, determines causes for deviations from schedules, and coordinates with program managers and project managers to implement necessary program changes and funding adjustments.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Will be required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and incumbent must meet the DAWIA Acquisition Certification requirements for the Facility Engineering (FE) Career Field.
