Duties

The Chief, Nutrition and Food Service (NFS) is the director of the department and is responsible for the provision of high-quality food production, service and effective nutrition therapy to the Veteran population served. Manchester VAMC serves the Community Living Center, Home-Based Primary Care [HBPC] and Ambulatory patients. Ambulatory nutrition care is also provided at four Community-Based Outpatient Clinics [CBOC's]. The Chief has technical, professional, and administrative responsibility for planning, developing, organizing, staffing, implementing, and evaluating a functionally comprehensive Nutrition program. Supports hospital mission and coordinates departmental activities with other Services in the medical center, ambulatory clinics and the local community. Some duties may include: Establishes organizational structure and guidelines, performance standards, reporting requirements and defines the lines of authority and supervisory controls necessary and essential in carrying out the mission of the Service. Provides leadership and guidance to ensure that all diverse activities of the staff are closely coordinated to achieve an effective integration of the key elements of patient care, education, training, and research. Oversees the coordination of policy and procedure for nutrition care of Veterans in the continuum of care and in a multidisciplinary model. Assures that all policies and procedures follow VA manuals, Central Office Guidelines, NFS program guidelines, VISN guidelines, professional guidelines, Long-Term Care Institute and The Joint Commission (TJC) standards. Assures the menu planning, subsistence purchases, production, and delivery of safe, high quality, nutritionally adequate meals. Provides final approval of food standards and menu cycle. Facilitates the development of service priorities which address the goals and objectives of the medical center, healthcare system and VISN. Coordinates Service activities to accomplish identified priorities and ensure compliance with VHA directives and medical center policy/procedures to provide for customer satisfaction. Directs the technical, professional, and administrative functions of the Service through the clinical manger and administrative staff. This requires the coordination and integration of research, technological advances, and administrative changes within the service. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. BASIC REQUIREMENTS. Citizenship. Be a citizen of the United States (U.S.). Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with 38 U.S.C. § 7407(a). English Language Proficiency. Dietitian candidates must be proficient in spoken and written English in accordance with 38 U.S.C. § 7403(f). Registration. All applicants must hold the RDN credential from the Commission on Dietetic Registration (CDR) the credentialing agency of the Academy of Nutrition and Dietetics. Note: Applicants who hold the RDN credential have met the education requirement (e.g. bachelor's degree or higher) of CDR, as such this occupation is considered professional and scientific with a positive education requirement and the procedures in Part I, Chapter 4 of this Handbook will be followed when applying Veteran's preference. Grandfathering Provision. Employees in VHA in this occupation, under a permanent, appropriate and legal placement on the effective date of the qualification standard, are considered to have met all qualification requirements for the grade and/or assignment held, including positive education and registration/certification, where applicable. Employees appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, either on a temporary or permanent basis until they fully meet the basic requirements of the standard. The following provisions apply to employees who do not meet all the qualification requirements: (1) Employees may be reassigned, promoted up to and including the full performance (journey) level or changed to a lower grade within the occupation, but may not be promoted beyond the journey level or be newly placed in a supervisory or managerial position. (2) Employees must meet the assignment-specific certification/education requirements to be placed in Dietitian (Advanced Level Practice) or Dietitian (Dietetic Internship Director) assignments. (3) Employees initially grandfathered into this occupation who subsequently obtain additional education and/or registration/certification that meet all the qualification standard's basic or assignment-specific requirements must maintain the required credentials as a condition of employment in the occupation/assignment. (4) Employees retained in this occupation under this provision and subsequently leave the occupation lose protected status and must meet the full VA qualification standard requirements in effect at the time of reentry in the occupation. Grade Determinations: Experience. Completion of 1 year of experience equivalent to the next lower grade level GS-12 directly related to the position being filled, and must fully meet the KSAs at that level. GS-13 Knowledge, Skills and, Abilities: GS-13 Supervisory Dietitian (Chief, Nutrition & Food Services) Experience Requirement: In addition to meeting the basic requirements, to qualify for the GS-13 you must possess at least 1 year of experience as an RDN/RD equivalent to the next lower grade level (GS-12) which demonstrates the following Knowledge, Skills and Abilities: · Knowledge of security measures within food operations to ensure patient and staff safety. · Knowledge of business administration to include budgeting, contracting and purchasing. · Knowledge of organizational structure to assess impact on program operations. · Skill in strategic planning to develop goals, objectives and action plans. · Skill in written communication to include policy development and standard operating procedures. · Skill in analyzing data to monitor progress towards improving and sustaining outcomes. · Ability to lead a diverse group of professionals to facilitate collaboration, organizational development and establish and achieve strategic goals. · Ability to oversee the planning of new initiatives or projects addressing patient care delivery systems and system reorganizations · Ability to supervise subordinate staff (i.e., plan, organize, delegate, direct, control and review activities and performance). · Ability to negotiate. Preferred Experience: Leadership or program management experience as a GS-12. References: VA HANDBOOK 5005/80, PART II, APPENDIX G20 Physical Requirements: The work is primarily sedentary, although some light physical effort may be required. There may be some walking, standing, bending, carrying of light items including training paperwork or manuals, or small equipment, such as: laptop computers, mobile LCD projectors; or travel in an automobile. Work often involves talking for long periods of time and incumbent may be susceptible to eyestrain from working long hours on the computer.
