This position is located in Rocky Mountain National Park, in the Resource Stewardship Division.

Duties

Serve as the Research Program Manager for the park. This includes co-producing various research projects, managing research permitting process, data analysis, public outreach, volunteer organization, training, and implementation of data collection events. Process and analyze complex datasets and geospatial data using statistical programming software and ArcGIS. Work collaboratively with internal and external partners and NPS colleagues to create and implement scientific protocols, analyze results, and share results to a variety of audiences. Communicate research results so they can be incorporated into decision making and operations. Lead and oversee temporary employees and volunteers. Assist on other natural and cultural resource projects as assigned and needed. Will serve as the Climate Change Coordinator and lead a committee to ensure climate change is included in park planning and operations. Duties will be developmental in nature when filled below the full performance level. Area Information: Established on January 29, 1915, Rocky Mountain National Park is a living showcase of the grandeur of the Rocky Mountains. The park embraces 415 square miles of pristine, uninhabited mountains in north-central Colorado and, as such, is one of the most spectacular, yet easily accessible high mountain areas in North America. With elevations ranging from 7,800 feet at park headquarters to 14,259 feet at the summit of Longs Peak, the park has glacier-sculptured valleys, rugged gorges, alpine lakes, and vast areas of alpine tundra. Trail Ridge Road, the highest paved continuous road in the United States, stays above tree line for 11 miles and reaches 12,183 feet in elevation. Elk, deer, bighorn sheep, moose, coyotes, and smaller animals are found throughout the park, as well as threatened and endangered species, such as the Greenback Cutthroat Trout and Boreal Toad. Due to the park's easy accessibility to the Front Range communities of Colorado, Rocky experiences over 4 million visitors annually. This position will be filled on the east side of Rocky Mountain National Park. The nearest community is Estes Park, CO, which has K-12 schools, a post office, restaurants, medical facilities, and grocery stores. Denver, CO which has a major airport, cultural events, and several professional sports teams is a two-hour drive away. Government housing may be available on a temporary or permanent basis. Housing assignments are made through a bid process.

Qualifications

All qualifications must be met by the closing date of this announcement-04/18/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. To qualify for this position, you must meet BOTH the individual occupational requirement and minimum qualifications by close of the announcement. INDIVIDUAL OCCUPATIONAL REQUIREMENT (required at all grades): Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in biology or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology and 12 semester hours in physical and mathematical sciences. You must submit ALL college transcripts used to meet this requirement. MINIMUM QUALIFICATIONS FOR THE GS-09: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience must have equipped you with the knowledge, skills and ability to successfully perform the duties of this position. Examples of qualifying specialized experience include duties such as: inventorying and compiling data on ecosystem components, such as vegetation, wildlife habitat, or visitor use impacts; conducting ecological inventories, assessments, and monitoring studies, compiling and analyzing large datasets and research information and reports, collecting and organizing a research library or body of literature, using GIS/GPS for data collection and spatial analysis, experience in applying a variety of methods to test hypotheses or research questions, and working with research partners or collaborators; develop and implement monitoring or research studies to achieve resource management goals; assisting with identifying research needs and priorities to address management or scientific needs, author or co-author on peer-reviewed scientific journal articles, communicate scientific results to a professional/scientific audience, evaluates research proposals for effects on resources being studied, and adherence to law and policy, such as the Organic Act, National Environmental Policy Act, Endangered Species Act, National Historic Preservation Act, Wilderness Act, other policies, serve as a representative on a multi-agency/institution project team or long-term partnership, and assist with/or negotiate, writes, and coordinates agreements with cooperators. Experience equivalent to the GS-07 may be professional work at the developmental or trainee level. Lower graded technician/assistant work alone is not qualifying for this series. You must provide hours/week on your resume. -OR- EDUCATION: Successful completion of at least two years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree in an accredited educational institution concentrated in a field that is directly related to the work of this position, such as in ecology, restoration ecology, rangeland/forest ecology, wildlife ecology, aquatic/water science, physical sciences, or other directly related subject matter. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that number cannot be obtained from the school, 18 semester hours should be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. You must provide transcripts. -OR- Successful completion of a combination of education and experience as described above. Only graduate education in excess of the amount required for the next lower grade level can be combined with the appropriate level of experience to qualify applicants for positions at the GS-09. For example, I have six months of the specialized experience (50% of the experience requirement), and 18 semester hours or 27 quarter hours of appropriate directly related graduate education (50 percent of the education requirement). You must provide transcripts. MINIMUM QUALIFICATIONS FOR THE GS-11: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience must have equipped you with the knowledge, skills and ability to successfully perform the duties of this position. Examples of qualifying specialized experience include duties such as: planning and implementing studies of ecosystem components, such as vegetation, flora and fauna habitat, and visitor impacts to resources; assist with developing work plans, scopes of work, writes and submits grant or other funding proposals, administers a request for proposal (RFP) to distribute funding to collaborators, lead or overseeing an interdisciplinary research program including auditing researchers, review research requests, identifying research needs, and issuing research permits, and works with staff and collaborators to integrate and apply research information. Experience equivalent to the GS-09 may be professional work at the developmental or trainee level. Lower graded technician/assistant work alone is not qualifying for this series. You must provide hours/week on your resume. -OR- EDUCATION: Successful completion of at least three years of progressively higher-level graduate education leading to a PhD or equivalent doctoral degree in an accredited educational institution concentrated in a field that is directly related to the work of this position, such as in ecology, restoration ecology, rangeland/forest ecology, wildlife ecology, aquatic/water science, physical sciences, or other directly related subject matter. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that number cannot be obtained from the school, 18 semester hours should be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.
