This position is located in the Office of the Chief Financial Officer (OCFO), National Finance Center (NFC), Office of the Deputy Director, Human Resources Management Staff (HRMS), Operations and Recruitment Branch (ORB) in New Orleans, Louisiana. The incumbent performs as the technical expert on reconciliation of HR database transaction processing rejects/errors and system applications interface issues for the Operations and Recruitment Branch (ORB). This is NOT a Remote/Virtual Position.

Duties

Provides advisory/consultant service and assistance involving a wide variety of HR actions, corrections, and cancellations which are often sensitive, controversial and/or visible and difficult in nature. Interprets standard automated HR systems and other HRIS applications systems. Coordinates internally with HR Assistants as well as with HR Specialists and HR Assistants external to the processing center to develop or refine operational procedures and resolve recurring problems. Sustains a high degree of database accuracy on all types of actions, resolution of helpdesk tickets, pay problems, and interface issues. Establishes strong working relationships through suspense reports, payroll rejects reports, and deferred and immediate inquiry techniques. Prepares narrative reports to document cases, cite regulatory references, and recommend solutions to difficult technical problems.

Qualifications

Applicants must meet ALL Qualifications and Eligibility Requirements by the Closing Date of the Announcement including Time-In-Grade (TIG) restrictions, Specialized Experience and/or Education, as defined below. SPECIALIZED EXPERIENCE REQUIREMENTS: GS-09 Specialized Experience: One year of Specialized Experience, equivalent to the GS-07 level in Federal Service or equivalent responsibility in the private sector/pay systems equipping you with the competencies to successfully perform as an HR Specialist. Such experience includes reviewing personnel actions in automated systems such as EmpowHR/EPIC. Coding SF-52s in accordance with the Guide to Processing Personnel Actions (GPPA). Processing and coding personnel actions and payroll documents accurately in an automated system. Researching OPM, Guide to Processing Personnel Actions (GPPA), Regulations, and 5CFR for guidance on processing actions. or Master's or equivalent Graduate degree or Equivalent combination of successfully completed higher level education and specialized experience that makes up 100% of the qualifications required for the position. GS-11 Specialized Experience: One year of specialized experience, equivalent to the GS-09 level in Federal Service or equivalent responsibility in the private sector/pay systems equipping you with the competencies to successfully perform as an HR Specialist. Such experience includes reviewing personnel actions in automated systems such as EmpowHR/EPIC. Coding SF-52s in accordance with the Guide to Processing Personnel Actions (GPPA). Researching errors and processing history corrections on personnel actions in an automated system. Processing and coding personnel actions and payroll documents accurately in an automated system. Researching OPM, Guide to Processing Personnel Actions (GPPA), Regulations, and 5CFR for guidance on processing actions. or Ph.D or equivalent Doctoral degree or Equivalent combination of successfully completed higher level education and specialized experience that makes up 100% of the qualifications required for the position. NOTE: This experience must be demonstrated on your resume and/or supporting documents. Time In Grade (TIG) Requirements: Merit Promotion applicants holding or having held a GS position in the past 52 weeks must meet applicable time-in-grade requirements. One year at the GS-07 is required to be eligible for the GS-09 level. One year at the GS-09 is required to be eligible for the GS-11 level. Applicants MUST submit an SF-50 that illustrates time-in-grade and reflects title, series, and grade. Award SF-50 is NOT acceptable. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment. Basic Education Requirements for the Position:

GS-09:
Master's or equivalent Graduate degree
or
2 full years of progressively higher-level graduate education leading to such a degree
or
LL.B. or J.D., if related

GS-11:
Ph.D. or equivalent Doctoral degree
or
3 full years of progressively higher-level graduate education leading to such a degree
or
LL.M., if related

OR

COMBINATION OF EDUCATION AND SPECIALIZED EXPERIENCE:
Combination of Education and Specialized Experience may be substituted for experience in the following:

GS-09 & GS-11: Education and Specialized Experience can be combined to meet the minimum qualification requirements, as allowed in the applicable standard. Only Graduate Education more than 18 Semester Hours may be used to qualify applicants for this grade level. The education must have been obtained in an Accredited College or University and demonstrate the knowledge, skills, and abilities necessary to do the work. When combining education with experience, first determine the total qualifying Education as a percentage of the Education required for the grade level; then determine the applicant's Specialized Experience as a percentage of the Experience required for the grade level; finally, add the two percentages. The Total Percentage must Equal at Least 100 Percent to qualify for this grade level.

Transcripts are required at the time of application for verification of Education and Eligibility.

Education must be reviewed and certified by an accrediting institution recognized by the U.S. Department of Education in order for it to be creditable toward your qualifications. Therefore, you should provide only the attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education.

Foreign Education: If any education was completed at a foreign institute, you must submit with your application evidence that the institute was appropriately accredited by an accrediting body recognized by the U.S. Department of Education as equivalent to U.S. education standards.
