This position is part of the National Archives and Records Administrationin Information Services, Office of the Chief of Staff. This position will be responsible for the ongoing planning, execution, and coordination of audit activities and resolution of audit recommendations based on audits and reviews performed by the Office of Inspector General (OIG) and the US Government Accountability Office (GAO); internal control evaluation and reporting; and policy oversight.
Duties
As a MANAGEMENT & PROGRAM ANALYST, you will:
Perform quantitative and qualitative analysis of statistical data; conduct data collection, validation, data entry and management for the audit resolution and internal controls processes for all audit activity / recommendations affecting Information Services.
Communicate data collection and reporting requirements and schedules to all levels of Office of Information Services management and staff. Direct recommendation for corrective action or rebuttal, as appropriate.
Maintain database, including emails, of working and official records associated with the areas of primary responsibility. In accordance with existing procedures, the position maintains electronic audit trails for the full life cycle of audit reports and corrective action, and Internal Controls Program, and Annual Statement of Assurance.
Assess current practices; recommend program or procedural changes in subject matter areas such as: staff / operational relationships, decision-making processes, communications flow, mid-range and long-range planning effectiveness, leadership, and internal/external command relationships.
Prepare supporting documentation in accordance with the organization's standards; prepare segments of written reports to communicate the results of internal reviews and evaluations. Produce professional quality reports for the Chief Information Officer, Chief Operating Officer, and other senior management officials.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
To be qualified for this position at the GS-14 level, you must have at least one year of specialized experience equivalent to the GS-13 level or equivalent. Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience for this position is defined as:
Experience gathering research to design and/or lead projects; including process improvement initiatives; AND
Experience analyzing, evaluating, preparing, and/or reporting on analytical findings in a variety of formats, i.e., articles, reports, papers, studies, briefings, and other media to illustrate trends and positions on difficult and/or complex matters; AND
Experience applying laws and/or regulations to develop or refine policies and provide expert advice and recommendations to various internal stakeholders; AND
Experience conducting policy analysis and/or program improvement studies.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable (as defined in 5 CFR 300, Subpart F):
For the GS-14, you must have been at the GS-13 level for 52 weeks.
