Duties

Performs the full range of journeyman level tasks associated with the treatment, preparation, and painting of a variety of vehicles and equipment, office equipment, furniture, including interiors and exteriors of buildings. Responsible for mixing and matching paint colors. Primes surfaces for painting by grinding, filling, sanding, smoothing, and leveling the surface. Applies a variety of primers, protective, and decorative coatings using brushes, rollers, or spray guns. Prepares and protects areas that are not to be painted. Applies wall coverings, such as wallpaper or fabric.

Qualifications

To qualify for a Painter your resume and supporting documentation must support: Applicants will be rated in accordance with the Office of Personnel Management Qualification Standard for Trades and Labor Occupations. Although a specific length of time and experience is not required, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties at the level for which you are applying. Emphasis is placed on how you gained the quality of experience, not necessarily the length of time, and the required ability or potential to perform the job. Applicants who do not meet the screen-out element (SOE) will be eliminated from further competition. The SOE and minimum qualifications for this position is: Ability to do the work of a Painter without more than normal supervision. (Screen out Element): Assist higher graded Painters in treating, preparing and painting a variety of tolls and industrial equipment using coating techniques and materials to ensure a smooth texture. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Effort: Duties require work from ladders, scaffolds, and surface platforms in cramped and hard to reach places as well as standing, stooping, bending, kneeling, climbing, and working in tiring and uncomfortable positions. The incumbent frequently lifts or carries materials and equipment weighing up to 10 pounds and occasionally handles materials and equipment weighing 50 pound or over. Working Conditions: Work is done both inside and outside, however incumbent is subject to all types of weather conditions when performing work outside. Protective equipment and clothing such as goggles, respirators, and gloves may be required, which are sometimes heavy and uncomfortable. Incumbent is subject to frequent standing on hard surfaces and frequently exposed to fluids from vehicles, such as battery acid or hydraulic fluid. Incumbent is exposed to paint splatter and irritation to respiratory tract when sanding and dusting surfaces.
