You will serve as a INTERDISCIPLINARY ENGINEER/ARCHITECT at the RESIDENT OFFICER IN CHARGE OF CONSTRUCTION (ROICC) OFFICE ofNAVFAC ENGINEERING CMD MID-ATLANTIC. This is an Interdisciplinary position which will be filled by one of the following job series: General Engineer (0801) or Architect (0808).

Duties

You will function as a senior experienced and independent engineer/architect and provide expert construction engineering and management advisory services. You will be responsible for enforcement of all technical and administrative provisions of assigned construction contracts. You will manage multiple priorities and independently develop and provide technical recommendations/solutions to complex problems encountered during the administration of the construction contracts. You will manage complex and challenging construction projects in various geographic locations in support of Navy, Marine Corps and other agency clients with critical, time-sensitive missions and functions. You will participate in pre-award contract meetings and constructability reviews. You will serve as the technical representative in matters involving contract modifications and claims. You will serve as lead technical support for claims/disputes/terminations processing, negotiation and resolution on assigned contracts.

  • This position requires the License and/or Registration as a Professional Engineer(PE)/ Registered Architect (RA).
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

This position has a selective placement factor that will be used to screen out ineligible candidates. The Selective Placement Factor is: You must be a currently licensed/registered Professional Engineer (PE) or Professional Architect (RA) if applying to the General Engineer (0801) and/or Architect (0808). Your license or registration must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Do you meet this requirement? ***NOTE: A copy of your current license/registration showing the expiration date MUST be submitted with your application in order to be considered for this position. A copy of a wall certificate that does not have an expiration date will not serve to verify this requirement. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
