In this position you will serve as the facility planner at the 846th Test Squadron (846 TS). The 846 TS works with DoD and other customers to develop, design, and execute high speed rocket sled ground tests that simulate selected portions of the flight environment in support of the development of aerospace weapon systems and other flight hardware.

Responsible for life cycle management of facilities and infrastructure for the 846 TS, to include associated systems and subsystems. Regularly inspects, surveys, assesses and analyzes facilities to identify and project deficiencies for incorporation into infrastructure maintenance and restoration plans to counteract wear from use and aging and ensure code compliance of infrastructure facilities/utilities. Develops and maintains the 846 TS Campus Management Plan. Prioritizes facility and infrastructure requirements based on risk to mission, life-cycle replacement, and return on investment taking into account both manpower and financial resources required to sustain assets. Plans, organizes, and oversees infrastructure requirements programming for substantial sustainment, modernization, repair, improvement, renovations, and construction projects for real property facilities, including utility systems, utilizing a professional knowledge of civil engineering. Identifies and decomposes user and organizational requirements. Leads teams and oversees the activities of others to ensure programs are successfully implemented. Ensures that requirements are adequately captured in contract Statements of Work (SOWs), architectural designs and technical packages. Produces independent government cost estimates, develops requirements packages, and competes for funding in Air Force corporate processes. Prepares short and long-range fiscal budgets for program activities based on the relative priorities and available funds. Oversees support, service, and maintenance contracts and utility programs as required. Serves as a consultant and expert in civil engineering work involved in the application of advanced theories, concepts, and principles related to development or sustainment of infrastructure systems. Coordinates projects with other engineers in a variety of disciplines, architects, and planners as well as contracting officers, host/tenant organization representatives, and construction agents such as from private contracting companies, Army Corps of Engineers, and AF Civil Engineer Center. Collects data and evaluates factors which affect the application of concepts, principles, theories, and methods required to observe, examine, measure, analyze, map, and describe physical and technical features and phenomena. Performs quantitative data analysis to describe civil factors effecting infrastructure sustainment and operations. Generates reports to include recommendations for process improvements and capability developments.

  • A professional engineering degree at the bachelor’s level from an ABET accredited institution in civil engineering or a closely related field that meets OPM engineering requirements

  • At least 5 years of experience in civil engineering and/or infrastructure planning desired.
  • At least 3 years of experience leading/managing technical projects desired.
  • Proficiency using civil engineering and project management software desired.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions located here SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02 or equivalent to the next lower grade GS-11 in the Federal Service. Specialized experiences is Knowledge, Skills and Abilities 1. Professional knowledge of civil engineering concepts, principles, and practices and familiarity with architectural and other engineering disciplines to effectively apply advanced theories and scientific methods to project development, execution, and advisory services. 2. Knowledge of a broad range of engineering and construction standards, methods, practices, and techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations; of standard contracting regulations, practices, and procedures as it relates to facilities engineering; knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders; of environmental principles, practices, procedures, laws, regulations, and current legislative issues; of work classifications and the regulatory and statutory restrictions on the expenditures of appropriated funds. 3. Knowledge of the mission, roles, functions, organizational structure, and operation of the DoD, Air Force, and organizations that govern, interface with, and/or influence infrastructure systems acquisition, development, and/or sustainment; and knowledge of planning, programming, and budgeting cycles, financial systems, and restrictions on expenditure of funds. 4. Knowledge of the principles of planning and program management; standard acquisition regulations, practices, and procedures; and, other engineering disciplines, scientific concepts, and/or mathematical and statistical analysis. 5. Skill in establishing and maintaining effective relationships, building consensus and coalitions, negotiating, and resolving conflicts with a variety of individuals and organizations as well as communicating effectively, both orally and in writing. 6. Ability to plan, organize, and direct the functions of a team, and confer with co-workers effectively.
