The primary purpose of this position is: Serves as the Budget Officer, Financial Management Branch for the Personnel Recovery Academy (PRA). Responsible for all aspects of preparation and the execution of a complex annual budget, funded by four separate appropriations.
Duties
Duty 1: Formulates, develops, and justify agency inputs for the Program Objective Memorandum (POM) process, Budget Estimate Submission, (BES), and President's budget (PB) inputs for the PRA across the Fiscal Year Defense Plan (FYDP) for four different appropriations.
Duty 2: Plans and executes the total PRA budget for all funding sources. Maintains real-time metrics regarding status of PRA resources supporting all PRA activities. Ensures procedures are in place for PRA to support short notice tasking, as well contingency operations in the Combatant Commands worldwide.
Duty 3: Serves as the primary financial advisor to the Commandant and his staff. Serves as the technical authority and consultant to the Commandant and local managers on all budget cost analysis activities.
Duty 4: Reviews and analyzes budget submissions including budgetary goals, timetables, milestones, and criteria for assessing program cost effectiveness. Negotiates a consolidated organization budget for submission to headquarters level.
Duty 5: Adheres to security directives and safeguards classified information in the performance of those duties requiring access to classified information.

- All new DCIPS employees are required to complete a one-year DCIPS trial period.
- Incumbent must be able to obtain and maintain a TOP SECRET security clearance with an SCI background check.

- Incumbent is required to perform frequent TDY (JTR Vol. 2), traveling on regularly scheduled passenger flights on military or civilian aircraft, in performance of duties.

Qualifications
This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of budget processes that funds the DoD's Executive Agent Action Office, knowledge of single-year appropriations and their characteristics, uses, applications and structure (e.g., O&M, military/civilian personnel, Base Operating Supply System), knowledge of policies, processes, procedures, and regulations governing budgetary processes, of the DOD Planning, Programming, and Budgeting Systems (PPBS), its process, products, terminology, and guidance documents ( e.g., Program Objective Memorandum (POM), Five Year Defense Plan (FYDP), Defense Guidance, Joint Strategic Planning Systems, and President's budget (PB)), program evaluation factors and techniques to assess program accomplishments and to identify resource requirements. Ability to formulate , execute and justify assigned budget, conduct studies, analyze data, develop alternatives, and make recommendations to resolve budget problems, give oral presentations and communicate in writing, and advise senior management officials on budget issues and interpret policy and guidance from higher headquarters. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
