This position is located with the Bureau of Indian Affairs, Great Plains Region, Great Plains Regional Office, Branch of Facilities in Aberdeen, South Dakota. This is a Bargaining Unit position, for more information see What are bargaining units?

Duties

Serves as an Engineering Technician (Facilities) in the Great Plains Region; and as a technical authority in project management and contract administration operations and management for design and construction of buildings and related facilities. Provides opinions and advice touching on matters with the technical specialization and overall planning, operations, and project management of facilities projects. Provides technical assistance to local units/Facility Managers and other staff in the identification and development of work orders and funding requests for facilities repair, renovations, construction. Responsible for the repair, maintenance, renovation, conversion, or modernization of facilities within the BIA Facilities program existing BIA, Office of Justice Services (OJS) or assistance to tribally owned facilities throughout the region. Serves as Contracting Officer's Representative or Contracting Officer's Technical Representative on commercial contracts, Awarding Officials Technical Representative on PL 93-638 contracts. Performs field Facility Management Program reviews and audits to support facility planning, which include reviewing agency facility manager's operations and maintenance plans, budgets, and schedules to evaluate the alignment with regulations. Utilizes management tools such as MAXIMO, Financial Business Management System and Environmental Management System and other systems to reconcile project date, research records, and to track progress and costs.

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Technical and Medical Support Positions, GS-0802 & IOR) BASIC REQUIREMENTS for GS-0802 series:You must meet the minimum basic specialized experience requirements for Engineering Technical Series, GS-0802 positions. In addition, you must have at least one year of specialized experience comparable in scope and responsibility to the next lower level in the federal service. GS-12: At least 1 year of full-time specialized experience* or the equivalent, comparable to at least the GS-11 in the Federal Service (obtained in either the public or private sector). Examples of specialized experience includes providing facility management duties in the areas of Planning, Design, and Construction, and Operations and Maintenance functions including by collecting, and analyzing, engineering data;, preparing designs, sketches, specifications, scopes of work, contract packages, construction costs estimates, negotiating contracts and performing project management duties;, inspection, monitoring and controlling all phases of design and construction for conformance to contract requirements; and operations functions using facility management information system(s), and business management system(s) to manage, monitor, track, report, and reconcile projects and identify project needs and funding required. These examples are not all inclusive (refer to the summary of duties for specialized experience). SPECIALIZED EXPERIENCE (for positions at GS-4 or equivalent and above): Examples of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. TRADE: Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes. Instrument maker or model maker who performed design or development work on devices fabricated. -or- CERTIFICATION: Engineering technicians may be certified by the National Institute for Certification in Engineering Technologies, an organization sponsored by the National Society of Professional Engineers. Certification by the Institute will be helpful as a measure of the technician's quality of experience. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472).
