Duties
The Blue Ridge Parkway extends for 469 miles between Shenandoah National Park in Virginia and The Great Smoky Mountains National Park in North Carolina, revealing stunning long-range vistas and close-up views of the rugged mountains and pastoral landscapes of the Appalachian Highlands. It is consistently one of the most visited park units in the national park system, with visitors traveling to "drive awhile and stop awhile" to hike, camp, see beautiful fall colors, and experience Southern Appalachian arts and culture. Park headquarters is in Asheville, NC, and there are employee offices, visitor centers, concessions, campgrounds, and maintenance yards dotted along the 469-mile roadway. The parkway has approximately 140 permanent employees and 80-90 seasonal employees during the summer season.
This position is part of the Blue Ridge Parkway's division of administration and reports to the Chief of Administration. It can be duty stationed at multiple park locations, negotiable upon selection, including Asheville, NC; Blowing Rock, NC; Laurel Springs, NC; Floyd, VA; and Vesuvius, VA.
Major duties include:
Leading an administrative support services team at a major national park, setting work plans, tracking performance, and serving as primary point of contact for backbone administrative services at the Blue Ridge Parkway.
Supporting accurate budget planning and execution by helping district supervisors plan, spend, and track budget allocations.
Performing accurate timekeeping and payroll functions and providing direction and guidance to subordinate staff.
Supporting Human Resources functions by entering personnel actions into personnel system, assisting employees with onboarding paperwork, and troubleshooting HR-related issues for local employees and supervisors.
Providing technical information, guidance, and assistance to subordinate staff as well as district staff on administrative matters necessary for district and operations at a National Park site.
Researching and providing answers and problem-solving for a range of administrative-related issues that affect employees at a National Park site, including travel, timekeeping and payroll, property management, procurement, budget, human resources, etc.

You may be required to travel overnight away from home. You must obtain a government charge card for travel purposes.
You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
The position to which you will be appointed is subject to a financial disclosure reporting requirement and you will be required to complete a new entrant Confidential Financial Disclosure Report (OGE Form 450) within 30 days of your appointment.
Qualifications

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. To qualify for this position at the GS-09 grade level, you must possess the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: providing administrative support to an organization on essential systems (e.g., recordkeeping, payroll administration, initiation human resources hiring actions.) Experience in assisting with financial management, purchasing, travel, internal controls, and record management. You must include hours per week worked.

EDUCATION: Successful completion of a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree, OR LL.B. or J.D., related directly to the work of the position. Please note: If qualifying with education, you must submit a copy (unofficial is acceptable) of your transcripts. Failure to submit this documentation may result in a determination of ineligible. You must include transcripts.

Successful completion of a combination of education and experience as described above. To combine education and experience, first take Education percentage. Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an
accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
