Duties

This position is a Bureau of Land Management (BLM), Wyoming State Office Economist subject matter expert, technical advisor, and program lead. The incumbent performs a wide variety of professional socioeconomics duties in support of Federal environmental reviews and compliance with laws, regulations, policies and guidance, including Executive Orders. Serves as the principal liaison for all economic efforts being conducted at the State, District, and Field Office levels. Provides leadership, guidance, and assistance to all BLM offices staff in the development of all economic procedures and policies, as economics relates to the various Bureau functions consistent with established standards and procedures. Serves as the subject matter expert for the socioeconomic portions BLM Wyoming National Environmental Policy Act (NEPA) documents, in particular at the Environmental Impact Statement scale. Provides leadership and guidance to District/Field Offices in developing and implementing strategies for solving or addressing particular economic problems. Provides overview on economic procedures, including preparation of policy guidance, instruction memoranda and other guidance, including the interpretation of documents and memoranda.

GS-12: In addition to meeting the education requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following examples: The employee must have a professional knowledge of the theories, principles, practices, and techniques of economic thought and practice since the finished work must withstand the scrutiny of other professional economists. The employee must have a variety of economic experience with modern up-to-date theories, practices, and automatic data processing systems as the apply to economic data including professional level skill in using and developing statistical and analytical data such as census tract data, input/output economic models and specific studies and analysis. The employee must have skills in using and developing statistical and analytic data, and special studies and analyses to develop, coordinate and monitor Bureau planning, environmental and program development systems. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Physical Demands: The work is primarily sedentary, requiring long periods of sitting in one position, intense concentration, and working for several hours at a time. Stress may be experienced on a regular basis in attempting to respond to conflicting objectives and in working against tight deadlines with limited resources. Less than 25% of work time is visiting other office locations. Work Environment: Work is typically performed in an adequately lighted and climate-controlled office. Occasional travel may be required. The position may be required to visit field sites where risks may include exposure to inclement weather and potential injury from falls, strains, bites, stings, etc. The incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or designated by the Safety & Occupational Health Specialist.

Education

This position has an individual occupational requirement. In order to qualify, you must meet one of the below:

Basic Requirements

  1. Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

    or

  2. Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.
