Duties
This position is located within the Department of the Interior, Office of the Secretary, Office of Emergency Management, Preparedness and Response Division, Washington, DC or Denver, CO.
At the full performance level (GS-14) the major duties of this position include but are not limited to the following:
1. Response Planning: Subject matter expert in emergency planning and preparedness to ensure a comprehensive approach to emergency management across the Department. Provides guidance and policy interpretation to bureaus and offices and integrates planning and response activities.
2. Emergency Management: Participates, develops, and delivers efforts to exercise, validate, and execute emergency management capabilities, procedures, and functions. Provides and coordinates emergency response and preparedness training, exercises, and assistance. Directs and manages activation and mobilization of resources, operational coordination, response and recovery activities, and emergency communications.
3. Regulations and Guidance: Serves as lead on emergency management policy issues by providing technical advice and guidance to professional staff in DOI. Subject matter expert in the statutes, regulations, policies, and procedures relevant to emergency response capability at all levels of government.
4. Project Management: Accomplishes emergency management projects assigned by the Office Director, senior Departmental officials, DHS/FEMA, or the White House.
5. Continuity Planning: Analyzes, reviews, and implements activities supporting continuity of operations planning.
The Office of Emergency Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

GS-13: 114,970 - 153,354 per annum
GS-14: 135,860 - 181,216 per annum

First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.
This vacancy may be used to fill additional positions as vacancies become available.
The position will be subject to background investigation and must be able to obtain and maintain a Top-Secret Clearance with Sensitive Compartmented Information (SCI) endorsement.
The position is designated as an Emergency Employee and is subject to recall around the clock for emergency management operations or may be required to remain at work during dismissal or closure situations. Emergency Employees are expected to remain in contact with their agencies at all times during emergency situations.
The position is also expected to be assigned to one or more emergency management team rosters to be activated during disaster operations and participate with the team in exercises.
A valid State driver's license is required.
Duties involve office type work with periodic field activity characterized by moderate physical exertion requiring basic good health. Activities may include climbing stairs, standing, and long hours of work, as well as some bending, stooping, or light lifting. Individuals must be able to assist others during evacuations.
The work is primarily situated in a typical office environment which is adequately lit and climate controlled. However, the individual must be able to operate in austere and operationally challenging environments during deployments. Demanding travel and/or work schedules may be required during emergencies. The incumbent must be prepared to work extended hours during emergency operations with little or no notice. The position may also require the incumbent to don respiratory or other personal protective equipment.

Specialized Experience
GS-14:
To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience (must meet all):
1) in emergency management where you were independently responsible for Department-wide and/or organization-wide planning, preparedness, and response activities for disasters and other emergencies such as natural disasters, wildland fire, technological emergencies, oil spills and hazardous materials, etc.;
2) developing emergency plans, reviewing and interpreting interagency and/or inter-organization policies, and generating emergency management policy; and,
3) preparing and presenting briefings to senior management on emergency management program activities.
