About the Position: As the Department of Defense's lead laboratory for the development of medical countermeasures against chemical threat agents, the U.S. Army Medical Research Institute of Chemical Defense (USAMRICD) is increasingly called upon to provide expert analytical and consultative services related to medical chemical defense research and to the medical management of chemical casualties.
Duties
Serve as a Team Lead for the physical security, personnel security, information security, antiterrorism/force protection, and operations security programs.
Coordinate with higher headquarters, installation’s Director of Operations, and other tenant agencies to ensure compliance with identified requirements related to security.
Establish and provide policy, plan, and procedures oversight related to security matters.
Conduct operation security (OPSEC) reviews of Freedom of Information Act (FOIA) requests, contractual documents, public releases, articles, videos, briefings, news releases, technical documents, and public facing websites.
Plan, formulate, and coordinate all matters pertaining to the protection and security of personnel, property, and material against terrorists, criminals, and hostile intelligence element threats.
Conduct security-related inspections, risk and vulnerability assessments, and communicate findings along with recommendations for compensatory measures and risk-based solutions, both orally and in writing.
Oversee the requirements of the Mission Assurance Program.
Serve as technical authority for the Force Protection and Physical Security Program.
Establish, implement, coordinate, and maintain a Personnel Security Program for a Research, Development, Test and Evaluation (RDTE) laboratory.
Function as the principal staff advisor for personnel security issues.
Maintain security aspects of the Controlled Substance and Chemical Surety Personnel Reliability Programs in accordance with regulatory guidance.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain eligibility for a Top-Secret security clearance.
- This position requires the incumbent obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment.
- Per Army Regulation 525-12, incumbent must complete Level II Anti-terrorism Officer Training within 180 days of assuming the duties of this position and attend a formal TRADOC approved Level II AT officer refresher training course every 3 years.
- This is a Testing Designated Position (TDP) and is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- This position requires the completion of a pre-employment physical examination and an annual examination thereafter to ensure the continued required level of physical health and ability or fitness to perform the duties of the position.
- This position requires participation in an Occupational Health Surveillance Program (OHSP), IAW with AR 40-5 and DA Pam 385.69.
- Business travel or temporary duty (TDY) may be required up to 10% of the time.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- Extended Probationary Period: The length of the probationary period for the Administrative (DJ) Occupational family will be two years.
- This position requires the employee to use personal protective equipment (PPE) provided by the employer.

USAMRICD is participating in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DJ-03 payband is equivalent to the GS-11 step 1 to GS-12 step 10 level. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this payband equivalent, may not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the payband will be accomplished through the pay for performance management system.
In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. MINIMUM QUALIFICATIONS:
Specialized Experience: One year of specialized experience which includes: (1) Experience evaluating and applying security-related policies, procedures, and/or plans for a multi-discipline security program; (2) Experience maintaining an Operations Security Program involving the protection and safeguarding of the activity's sensitive and critical information; AND (3) Experience implementing strategies and procedures for anti-terrorism program to ensure safety and security of personnel, facilities, and assets. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DJ-02/GS-09).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. In addition to meeting specialized experience, you can qualify if your education and/or experience meets the following:
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
