Duties

WHAT IS THE OFFICE OF THE CHIEF PROCUREMENT OFFICER DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions The following are the duties of this position at the full working level. Performs all segments of selected the pre-award and post-award procurement actions. This includes reviewing requests for procurements for completeness, verifying and comparing price and cost information, establishing and documenting contract files, preparing and distributing contract modifications and synopses of new or revised standard contracts, and reviewing contracts for clarity and proper format. Processes and negotiates selected procurements for supplies, equipment and services. Assists in the development of Statements of Work, decides on the appropriate type of contract, identifies sources of supply, promotes competition, determines price reasonableness, solicits quotes and proposals, develops negotiation strategies, negotiates with potential contractors, and prepares the appropriate award vehicle and file documentation for approval. Performs special assignments and projects to support upper level management operations. Prepares and conducts training sessions as requested. Conducts informal solicitations for small monetary amounts. This includes acquiring offers/bids from two or more vendors, justifying sole source procurements and preparing file documentation for final award This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement: BASIC REQUIREMENT : You must have a 4-year course of study leading to a bachelor's in any field of study from an accredited college or university. OR At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management from an accredited college or university. OR Exception: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on or after January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position. Candidates applying for the Contract Specialist position must meet one of the basic requirements in order to be considered. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: GS-07 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Examples of qualifying specialized experience include: Experience using basic knowledge of general contracting terminology, principles, concepts, and procedures to understand and interpret Federal contract guidelines and regulations; You must also demonstrate knowledge of business practices and skill in both written and oral communication and mathematics and the ability to gather, assemble and analyze information to draw logical conclusions about price/cost information. OR EDUCATION: You may substitute education for specialized experience. Specialized experience is as follows: One (1) full academic year of graduate education or law school. Graduate education must have been in one or a combination of the following fields of study: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. OR Superior Academic Achievement may be met by having a Bachelor's degree, with one of the following: A GPA of 2.95 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.45 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies. SPECIALIZED EXPERIENCE: GS-09 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes experience that demonstrated knowledge of contracting and procurement functions in carrying out project assignments consisting of several related tasks, such as procuring a range of equipment, supplies, and services. The assignments must have shown completion of the following, or the equivalent: Participating in the processing and negotiating on a variety of procurements including open market purchases, vendor purchases and delivery orders against agency contracts to provide customers with general to complex requirements for supplies, services, and equipment. Assisting customers in developing requirements for specific procurements; Reviewing Statements of Work to ensure that all technical areas have been addressed and assisting in identifying appropriate contract types. Conducting price reasonableness determination. Preparing and issuing solicitation documents. Performing analysis of proposals or quotes received. Drafting final contract file documentation. Experience inputting information into an automated procurement system to produce awards and contract documents. Participating in negotiations with potential contractors. OR At least 1 year of combined graduate education and experience as defined in the above. OR You may substitute education for specialized experience as follows: a master's or equivalent degree in one of the following fields of study: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. OR 2 full academic years of progressively higher level graduate education leading to a degree in one or a combination of the following fields of study: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. OR an LL. B or J.D., if related. COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected. If the position has specific education requirements and you currently hold, or have previously held, a position in the same job series with the IRS, there is no need to submit a transcript or equivalent at this time.
