You will serve as a Supervisory Facilities Operations Specialist in the Facilities Management Division of NAV FACILITIES ENGINEERING COMMAND SE.

Duties

You will assign tasks and priorities for employees to accomplish facilities maintenance and asset management and planning for a large Navy installation. You will represent an organization in meetings to provide and exchange information related to facilities maintenance, repair, construction, planning and programming. You will prepare written reports and give oral presentations to senior leadership and multiple departments and organizations. You will lead the execution of facility condition assessments and development of maintenance execution plans for long range sustainment of facilities and structures You will lead, supervise, and manage multiple employees to accomplish facilities maintenance and repair and project planning

  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year specialized experience at the GS-12 level in the Federal Service or the Public/Private sector performing duties such as: 1) Knowledge of engineering principles and practices applicable to a wide range of engineering, including electrical, civil, structural, and mechanical functions concerned with the maintenance, repair and construction of real property facilities. 2) Ability to develop short-, medium-, and long-term facilities requirements plans, site planning, and project development for installation maintenance programs, special projects, military construction, demolition, and space utilization. 3) Knowledge and experience with conditioned-based maintenance management, including conducting facility inspections to determine condition ratings. 4) Knowledge and experience in planning, programming, and funding for repair, maintenance, alteration and construction of real property facilities, service provider work force productivity evaluation, work reception and control, planning and estimating for tasks to be accomplished by the service provider work force or by contract forces. Management of sustainment, restoration, and modernization funding to execute maintenance and repairs for facility deficiencies. 5) Experience with installation and facilities planning, including DD-1391 or other equivalent planning document development. 6) Identifies and analyzes problems; weighs relevance and accuracy of information; seeks/generates and evaluates alternative perspectives/solutions; makes timely/effective recommendations, based on potential implications of findings or conclusions. 7) Monitors progress and evaluates outcomes to improve organizational efficiency and effectiveness. Holds self and others accountable for measurable high-quality, timely, and cost-effective results. 8 Determines objectives, sets priorities, and ensures sound management processes and procedures are in place.9) Complies with established control systems and rules. In representing the organization, establishes and maintains relationships with key individuals or groups; understands what motivates them. Persuades others; builds consensus through give and take; gains cooperation from others to obtain information, find solutions, and accomplish goals. 10) Develops networks and builds alliances; collaborates across boundaries to build strategic relationships and achieve common goals. Plans, distributes, coordinates, and monitors work assignments of others; evaluates work performance and provides feedback to others on their performance; ensures that staff are appropriately selected, utilized, and developed, and that they are treated in a fair and equitable manner.
