Interdisciplinary Integrated Resources Program Manager located in Boston National Historical Park, in the Resource Preservation & Planning Program. This is a temporary promotion not to exceed 1 year, and can be extended up to 5 years.

Duties

What is a Temporary Promotion: A promotion to a higher graded position for a specified period of time to accomplish project work, fill positions temporarily pending reorganization or downsizing, or meet other temporary needs. A temporary promotion changes the employee to a higher grade level and applicant must meet all qualifications.*Employees occupying positions at the GS-13 level or above may still be considered for this opportunity, as long as they meet the Qualifications Requirements stated below. Major Duties: Serves as a member of the park senior leadership team, a collaborative management structure that develops and implements strategies which foster the National Park Service mandate to preserve and protect resources while allowing for visitor enjoyment. Administering an operation that adheres to the National Park Service regulations and policies while providing guidance to staff and partners. Directs an interdisciplinary team of professionals involving landscape-scale planning, architectural preservation, engineering studies, and contract management to formulate assessments, plans and specifications and manage complex project. Applying strategic thinking to address the maintenance, capital investments, and the possibility of deferred maintenance to the National Parks of Boston's diverse portfolio of historic buildings and landscapes. Physical Demands: This work is primarily sedentary in an office setting. Occasional moderate physical exertion such as prolonged standing, walking, boating or hiking over rough, uneven terrain is required. Field duties and emergency situations may demand rare strenuous activity. Controversial issues may be intense and exert considerable stress. Working Conditions: Most work is performed indoors with adequate heating, lighting, and ventilation. Work also includes being outdoors at park units and community sites. During such times, the employee is exposed to moderate risk and discomforts associated with a variety of weather and climatic conditions.

Qualifications

All qualifications must be met by the closing date of this announcement-04/11/2024-unless otherwise stated in this vacancy announcement. In order to be qualified for this position, you must meet the basic requirement(s) for the series for which you are applying AND the Minimum Qualifications/Specialized Experience requirements. BASIC EDUCATION REQUIREMENTS: All applicants must meet the basic education requirements for at least one of the series listed below: Community Planning 0020: Bachelor'sDegreein community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. OR a qualifying combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. See here for more information - Landscape Architecture Series 0807 (opm.gov) AND MINIMUM QUALIFICATIONS Specialized Experience: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: 1) Independently planning, designing, implementing, and overseeing construction and maintenance projects involving historical and natural resources within dynamic urban environments; 2) Exercising initiative and expert judgement in scheduling and accomplishing specific tasks within strategic short-term and long-term plans, properly identifying key priorities to ensure objectives are met while adhering to established rules, regulations, and budgetary constraints; 3) Developing, testing, and refining work procedures as well as their application in the field as it relates to unique and complex projects; 4) Working effectively in a diverse and/or multi-disciplinary team setting to provide advice and facilitate well-informed decision making, empowering all members of an assigned team to aid in the development and implementation of plans to protect resources and resolve issues to achieve common goals. You must include hours per week worked in your resume. CREDITABLE EXPERIENCE: Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
