You will serve as a INDUSTRIAL PROPERTY MANAGEMENT SPECIALIST in the Contracting Department (Code 400), Business Operations division (Code 420), Support Branch (Code 422) of NORFOLK NAVAL SHIPYARD.
Duties
You will develop plans for continuous evaluation and analysis of industrial property and plant clearance control systems.
You will identify high impact areas or potential trouble spots in the contractors’ control systems.
You will determine acceptable level of contractor performance and establish confidence levels and limits for testing of control systems.
You will conduct informal on-site audits and advise division head of conditions and/or problems at the contractor’s facility.
You will plan and conduct analysis of the contractor’s system for control of government property from acquisition through disposition.
You will prepare and/or ensure the proper documentation of property and plant clearance control systems survey files, summaries and related supporting work papers.
You will administer and control property administration and plant clearance delegations (incoming/outgoing), assuring delegations are current, accurate, timely and complete.
Requirements

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- This is a bargaining unit position.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
To qualify for the GS-12 your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experiencing interpreting federal acquisition contract laws, regulations, policies, practices, methods, and contract types relating to Government contract property.
Experience identifying high impact areas or trouble spots in the contractor's control systems.
Experience analyzing contractor property management system problems or conflicts in policy and program objectives for contractors with large amounts of Government property.
Experience advising Government and contractor personnel on policies, procedures, and practices relating to Government contract property to include sensitive property.
Experience enforcing requirements of Federal Acquisition Regulation (FAR) and Department of Defense Federal Acquisition Regulation Supplement (DFARS).
To qualify for the GS-11 your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience implementing sampling techniques to perform property system surveys.
Experience applying and enforcing requirements of Federal Acquisition Regulation (FAR) and Department of Defense Federal Acquisition Regulation Supplement (DFARS).
Experience applying regulations associated with Government contract property from acquisition to the contract closeout process.
Experience producing detailed reports pertaining to property management system analyses.
Experience investigating loss of Government property.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education:
GS-11
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
