Duties
Purchase supplies and equipment using simplified acquisition procedures through the DOI integrated charge card program.
Maintain receipts, verify transactions, and reconcile charge card statements for submission to the BLM Agency/ Organization Program Coordinator (A/OPC).
Coordinate with higher level procurement/contracting staff in purchasing supplies over micro-purchasing thresholds.
Assist employees on the submission of Purchase Requests (PR). May process credit card financial code distributions in the automated financial system.
Serve as collections officer. Prepare appropriate receipts, records, and tracking forms.
Deposit monies in strict accordance with Department of Treasury instructions. Reconcile accounts receivable, aging analysis reports, and suspense and unearned accounts.
Transfer funds from one account to another by initiating journal vouchers or other transfer instruments. Process refunds and track the status of trespass register and contributed funds.
Process daily incoming and out-going mail, including material transmitted electronically. Date, route stamp, and deliver incoming mail; and assemble and mail out-going material.
Enter and/or validate time and attendance records in the automated payroll system. Resolve recurring payroll issues and audit time and attendance records to ensure they are coded properly.
Provide general information concerning office(s) operations to the public both orally and in writing. Contacts may occur through telephone, email, and in person.
Respond to inquiries directly or refer individual to the appropriate staff member. May staff front desk of a receiving office or visitor center.

Qualifications

You must possess one (1) full year of specialized experience at or equivalent to the GS-04 level that is equivalent in difficulty and complexity as indicated by the following examples:
Knowledge of standardized administrative and procurement principles, practices, and procedures used in support of supply operations in order to procure and distribute supplies, services, and equipment.
Knowledge of automated collection and billing systems, as well as knowledge of all proper procedures and Treasury regulations for handling sales and receipt of funds.
Thorough knowledge of procedures for handling both incoming and outgoing mail.
Ability to communicate effectively orally and in writing in order to present information in easy to understand formats that increase understanding of Bureau programs, policies, and objectives. Ability to operate a multi-line telephone system.
Knowledge of automated time and attendance systems, as well as Federal laws, regulations, and policies governing payroll administration in order to enter and/or validate time and attendance records in the automated payroll system and audit records to ensure they are coded properly.

Education: 4 years above high school. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school."
