About the Position: This position is located in the Directorate of Family Morale Welfare & Recreation, Army Community Services Division, Fort Liberty, North Carolina.
Duties
Ensure the organization’s strategic plan, mission, vision and values are communicated to the advocacy team and integrated into the team’s strategies, goals, objectives, work plans, and work products and services.
Prepare reports and maintain records of work accomplishment and administrative information, and coordinate the preparation, presentation, and communication of work-related information to the supervisor.
Work with Family Advocacy Program Manager (FAPM) to develop and define program services and integration with other military and civilian agencies, and to prepare program development and case staffing presentations.
Use regulatory guidelines, local laws, and precedents to develop and improve program goals and services.
Serve as team lead overseeing victim advocate employees and communicating assignments and time frames for completion.
Screen victims of domestic abuse evaluating needs to provide information on domestic violence, available assistance, rights, and resources.
Conduct briefings on installation Family Advocacy Program policies, services and resources.
Screen parents of children/youth impacted by problematic sexual behavior and provide support to teams overseeing support to these individuals.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires regular contact with children under the age 18 and a favorable determination of suitability to do so.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- May occasionally be required to work other than normal duty hours, on-call, or rotational shifts.

Basic Requirement:
Degree: Bachelor's degree (or higher degree) in behavioral or social science, or related disciplines appropriate to the position, such as Social Work, Psychology, Behavioral Health, and Criminal Justice.
OR
Combination of Education and Experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes providing professional advocacy services to victims of domestic violence to include both spouse and child abuse; conducting assessments with victims of domestic violence to include spouses and children to evaluate needs and risks; recognizing the need for professional intervention and referral to appropriate services; and conducting training workshops/seminars on domestic violence in support of a family advocacy program. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as:Social Work, Psychology, Behavioral Health, and Criminal Justice.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
