Duties

You will serve as the Trial and Senior Trial Attorney positions on the Contracts Litigation Teams within the Naval Litigation Office (NLO), Office of the General Counsel, Department of the Navy. You will conduct witness interviews, taking and defending depositions. You will work with Navy experts representing the Navy first/second chair hearing. You will issue and mange litigation hold notices and performing document collection. You will work with NLO litigation support contractor to manage electronic document databases. Trial and Senior Trial Attorney positions on the Contracts Litigation Teams within the Naval Litigation Office, Office of the General Counsel, Department of the Navy. You will prepare pleadings, manage written discovery, motions and legal memoranda. You will principally represent the Department of Navy before the Armed Forces Service Board of Contract Appeals. You will assist the Department of Justice in matters filed against the Department of the Navy in the Court of Federal Claims or other federal courts.

  • You will be required to obtain and maintain a SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • Must be admitted to practice before a state or federal court, of good character; in full compliance with continuing legal education requirements of an appropriate bar; and maintain professional qualification at all times as a condition of employment.

Qualifications

The positions will be filled under the General Schedule (GS) pay system at the GS-14 or GS-15 levels, depending on the qualifications of the successful applicant, and will have a full performance level of GS-15. To be considered for a position at the GS 14 level, the successful applicant must have three- and one-half years of recent and relevant legal experience. To be considered for a position at the GS-15 level, the successful applicant must have a minimum of five-and-one-half years of recent and relevant legal experience. Candidates will be evaluated on the following: (1) recent and relevant litigation experience (2) government contract law/litigation or complex commercial or construction litigation (3) excellence in legal analysis and written and oral communication skills; and (4) ability to work cooperatively and effectively on difficult tasks under time pressure with people of diverse interests. Applicants with a record of making significant contributions to the advancement of the DON OGC or equivalent Office of the General Counsel or, Law Firm/Office beyond the day-to-day legal practice are desired. Applicants with recent, hands-on government contracts litigation experience and complex commercial litigation and/or construction litigation experience are encouraged to apply. Candidates must have graduated from a law school that is accredited by the American Bar Association, be an active member in good standing of the bar of the highest court of a State, U.S. Commonwealth, U.S. territory, or the District of Columbia, be admitted to practice before a state or federal court. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
