About the Position: Senior Human Resources Specialist with Army Contracting Command, Deputy Chief of Staff G1, Civilian Personnel Division.
Duties
Develop and implement policy and program guidance in the areas of civilian personnel management.
Manage a strategic planning program that provides all facets of human resources programs and supports the accomplishment of program goals/objectives by integrating long-range business plans and workforce requirements.
Analyze existing policies and procedures, originates and revise policies and procedures, performs program evaluation, and provides expert advice in the solution complex problems.
Plan, lead and carry out projects/studies to develop and integrate HR policy, plans and programs needed to enhance recruitment, retention and development of a workforce mission requirements.
Serve as a senior specialist or team leader in the Army Contracting Command, G1 and provides feedback to team member to assure completion of required action.

Specialized Experience: One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service which includes
1) analyzing reports and data to identify problem areas or trends in assigned civilian personnel program areas in order to develop or streamline policies and procedures for maximum efficiency in civilian personnel management; 2) providing expert level advisory service to Command leadership and subordinate units on various civilian personnel program areas (such as recruitment, staffing, classification, performance
management, awards, etc.);3) independently researching and resolving complex civilian personnel issues; 4) and serving as a technical expert to review work and mentor junior staff members.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03/GS-13).
