Duties

This position directly administers, and is responsible for, the park's Backcountry Facilities Program, which oversees all operational, maintenance, and construction activities for the park's trails, livestock, hazard tree, backcountry campsite maintenance, and front/backcountry sign programs. This program has an annual budget of approximately $2.5 million dollars, spread across a variety of fund sources. This position reports directly to the park's Deputy Facility Manager. The employee possesses leadership and management skills, as well as broad expertise in backcountry facility management and applied knowledge and skills. Supports the formulation of projects for the management, maintenance, repair, and construction of NPS facilities, including trails, backcountry campsites, boardwalks, signs, and other physical assets. Provides professional advice and guidance on the planning, designing, constructing, expansion, rehabilitation and/or re-purposing of existing, historic, and/or new structures and facilities. Projects support the implementation of NPS asset and management plans with the goal of improving visitor experience and protecting and restoring natural and cultural resources. Full oversight in the execution of work associated with repair, rehabilitation, cyclic and emergency maintenance of the park's more than 375 miles of existing trails (equestrian and hiking), bridges, winter snow removal of the park's paved front country trails and sidewalks, and construction of new trails. Oversees the park's animal packing operations utilizing a livestock program consisting of 30-40 head of mules and horses. This also includes all duties and activities associated with two (2) barn and corral operations located in the east and west districts of the park. Oversees the park's sign shop, which is responsible for the construction of custom signs, plaques, and the execution of work associated with cyclic and emergency replacement of approximately 1,880 front country and backcountry informational signs and waysides. Oversees the park's hazard tree program, which is responsible for the removal of front country and backcountry hazard trees and the execution of work associated with cyclic and emergency removal of identified hazard trees located in administrative and visitor use areas throughout the park. Oversees the park's backcountry campsite program, which is responsible for the maintenance of all backcountry campsites and associated infrastructure. Work includes managing multiple simultaneous projects, ranging from small, single-discipline to larger interdisciplinary projects, involving both single and multiple-year phasing, potentially funded from multiple funding sources. The incumbent will encounter work components requiring creative solutions that balance cultural and natural resource compliance issues and/or politically sensitive issues. The position accomplishes work through a staff of subordinate supervisors, work leaders, permanent and seasonal employees, and youth corps.

To qualify for this position at the GS-12 grade level, you must meet the following Individual Occupational Requirements AND the Specialized Experience requirements by close of the announcement: INDIVIDUAL OCCUPATIONAL REQUIREMENTS: Undergraduate and Graduate Education with a major study in engineering, industrial arts, property management, or business administration. -OR- Work experience that meets one of the following examples: (1) Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. (2) Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. (3) Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. -AND- SPECIALIZED EXPERIENCE: You must possess one year of specialized experience at least equivalent to the GS-11 level in the Federal Service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Examples of specialized experience include: managing planning, organizing, and directing a complex maintenance operation; supervising multiple facility operations and maintenance activities such as roads, trails, bridges, hazard tree, livestock operations, buildings, housing, utilities, custodial, grounds work, and facilities database management; ensuring completion of facilities management work through subordinate supervisory staff; developing annual and multi-year budget plans to ensure facility maintenance and project goals are met; serving as Contracting Officer's Representative (COR) on government construction and service contracts; performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects; and communicating with management and internal and external constituents to address and gain support for facility operation needs. Your resume must include to/from dates worked and hours worked per week. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

There is no substitution of education for the specialized experience requirement at the grade level of this announcement.
