About the Position: This position is located at the 375th Medical Group at Scott AFB, IL. Salary negotiation may be available for those candidates who are new to Federal service. Non-Federal work experience may be creditable for leave purposes.

Duties

Provide program recommendations and is responsible for implementing and tracking the status of recommendations and program improvements. Collect and review workload data for accuracy and completeness. Conduct analysis of workload statistics for the budget submission processes and for accounting system reporting requirements. Plan, develop, and conduct on-site assistance visits of related functions of substantial technical complexity. Develop, implement, and improve periodic training, for management and technical staff members.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • A Personnel Security Investigation is required.
  • Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
  • Must be able to obtain and maintain current Basic Life Support (BLS) certification through the American Red Cross or American Heart Association. Advanced certification (e.g., ALS) does not supersede BLS.

Basic Requirements for Program Analyst: Specialized Experience: One year of specialized experience which includes providing program recommendations for improvements or resolutions; analyzing data from expense reports or budgets; and preparing internal reports, policies, or guidelines. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Administration, Business Management or Financial Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementAttention to DetailProject Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
