Duties
You will plan, develop, organize, administer, evaluate, and coordinate a comprehensive explosive safety program for PMRF, including tenant activities where applicable.
You will conduct explosives mishap investigations for which PMRF is responsible, as required by Service regulations and requirements.
You will review plans and specification for new construction building alterations.
You will perform explosive safety inspections and surveys of all aspects of the facilities.
Requirements

- You will be required to obtain and maintain a current valid United States driver’s license.
- This is a bargaining unit position.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Ensuring compliance with explosives safety policy and regulations; 2) Identifying potential explosives safety hazards/threats and recommending procedures to minimize or eliminate the hazard/threat; and 3) Performing periodic/unscheduled inspections of facilities (both explosive handling and non-explosive handling), warehouses, and equipment maintenance operation areas to ensure compliance with explosive safety standards.

Education
In lieu of specialized experience, education providing the knowledge, skills, and abilities to perform the work of the position may be substituted as follows:
Must have successfully completed a Ph.D. or equivalent doctoral degree,
OR
have successfully completed three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent degree,
OR
have successfully completed an LL.M. degree that is related to the position being filled,
OR
have a combination of experience and graduate education as described above that equates to one year of experience.
