Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, U.S. Border Patrol, El Centro Sector, Mission Readiness Operations located in Imperial, CA.
Duties
This position serves within the Mission Readiness Operation Division and provides expert technical advise, research and suggestions to resolve technical, procedural and administrative problems involving complex operation workforce management and budgetary activities that may arise at the stations throughout the Sector.
This position starts at a salary of $142,094.00 (GS-14, Step 1) to $184,725.00 (GS-14, Step 10).
As a Program Manager (Director), you are responsible for managing the overall operations of the Division and provide operational support by performing a variety of administrative services related to workforce and financial management. Typical work assignments will include:
Supporting policy, hiring plans and position management, federal benefits awards programs, leave administration, payroll, time keeping, performance plan management, workers' compensation, finance, budget, travel, and procurement.
Formulating and implementing policies related to sector personnel management and position management policy, procedures and other matters affecting USBP programs with senior leadership approval.
Overseeing the Table of Organization for the sector and providing data to upper command staff regarding personnel strength; identify any differences between the required personnel levels and current on-board levels; forecasting the necessary personnel levels for both law enforcement and mission support.
Conducting budget analysis and managing unfunded and reprogramming requests, tracking budget execution performance measures to ensure expenditures are made within required time frames and according to the planned budget.
Qualifications
Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Managing schedules, performance, and long-range planning for administrative programs;
Developing overall operational plans, objectives, and strategies in support of key mission support processes;
Addressing substantial issues by applying a wide range of policies, practices, analytical diagnostic methodology, laws, and regulations covering the workforce;
Directing and overseeing the execution of the divisions budget to include financial processes, allocations, expenditures, and preparing reports for command staff for budget forecasting;
Performing liaison functions applicable to administrative programs' management and staff, as well as all levels of leadership.

You must:
Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 04/11/2024.

Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment.
