The primary purpose of this position is to accomplish all pre-press production needs for the Air University Press. To compile materials, typeset, and accomplish quality control for the journals, books, catalogs, and papers. To work with the Illustrators, Authors, and Editors to produce high quality academic publications.

Duties

Plan, coordinate, and monitor, under highest quality publishing standards, the print-production work of Air University Press publications. Perform necessary print-production tasks using sound knowledge of printing processes and capabilities Prepare material for print media using the latest professional hardware and software, including the Adobe InDesign, Sonar Bookends, Acrobat, Photoshop, Microsoft Office, etc. Prepare material for digital publishing ensuring all cyber security, American Forces Public Information Management System (AFPIMS), and federal Section 508 of the Rehabilitation Act of 1973 accessibility requirements are met.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes Determining specifications for the printing of manuscript, i.e., selection of typography, layout, composition, format, paper stock, and other printer's instructions. Negotiating or administering contracts for procurement of manuscript and illustrations, printing, binding and allied services, or printing stocks (paper, inks, etc.). Managing a printing plant that produces printing either for the government or private industry customers. Performing production control work in a large printing plant. Serving as a sales representative for a wide variety of printing equipment. Analyzing the price and cost of preparation and production of printing. Planning, estimating, and scheduling printing on a full-time basis for a variety of publications. Performing substantive administrative support or policy functions directly related to publishing and printing program management or operations. NOTE: You must submit a copy of your transcripts. OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree with a major study in journalism, business administration, English composition, commerce, accounting, printing or printing engineering, graphic or commercial art, industrial engineering, or economics. NOTE: You must submit a copy of your transcripts. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position. NOTE: You must submit a copy of your transcripts. Individual Occupational Requirements Education Undergraduate and Graduate Education: Major study -- journalism, business administration, English composition, commerce, accounting, printing or printing engineering, graphic or commercial art, industrial engineering, or economics. Examples of qualifying specialized experience include: Determining specifications for the printing of manuscript, i.e., selection of typography, layout, composition, format, paper stock, and other printer's instructions. Negotiating or administering contracts for procurement of manuscript and illustrations, printing, binding and allied services, or printing stocks (paper, inks, etc.). FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-7 level is required to meet the time-in-grade requirements for the GS-9 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of publication design, typesetting, composition, proofreader marks, layout, grammar, writing, editing practices, and style requirements for pre-press production material. Knowledge of publication program management procedures, standards and deadlines. Knowledge of multi-media publication and federal regulation requirement to include Section 508 of the Rehabilitation Act of 1973, federal Web Content Accessibility guidelines, PDF/UA guidelines, and the U.S. Access Board's requirements. Skill in using the latest in industry standard pre-press print and digital production software. Skill in managing print service contracts and developing budgets. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
