The primary purpose of this position is to serve as facility manager for the Tinker Events Center, and Hill Conference Center, which includes scheduling of facility use, operation and maintenance, anti-terrorism force protection, security and safety monitor, resource protection, and fire prevention requirements.

Duties

Plans, organizes, and directs the activities of the facility management function, ensuring facility operation and maintenance comply with legal and regulatory requirements and meet customer needs. Serves as the single point of contact for all matters pertaining to the overall facility operations and maintenance. Prepares and administers policies, plans, programs and directives. Coordinates with civil engineering, civilian contractors, communications and security forces with regard to building maintenance, construction and modification. Works with Civil Engineering to develop DD Forms 1391 for preliminary resource support estimates for the cost of building construction, modifications and furniture projects. Allocates office floor space. Schedules office moves in coordination with construction and changes to modular furniture, computer support, telephone service, and electrical requirements.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes analyzing and making decisions on issues that concern building security, maintenance and modification, as well as occupant safety and welfare; establishing policies and procedures for facility management assignments; inspecting construction projects for quality of material and expertise; Managing and scheduling facility use. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Master's or equivalent graduate degree. or 2 full years of progressively higher-level graduate education leading to such a degree. or LL.B. or J.D., if related NOTE: You must submit a copy of official transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Combination of successfully completed graduate level education and specialized experience may be used to meet total experience requirements. NOTE: You must submit a copy of official transcripts FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of facility management to include maintenance and operation, anti-terrorism/force protection, resources protection, industrial and physical security concepts, information management, and principles and practices to plan, evaluate, improve, and implement building security programs in these areas. 2. Basic facility manager knowledge of carpentry, electric and plumbing functions to oversee maintenance and operations requirements for building managed. 3. Ability to plan and carry out quality assurance program to ensure contractor meets requirement of contract. 4. Knowledge of resource acquisition using various sources. 5. Ability to establish effective professional working relationships with coworkers and service organization, contributing to a cooperative working environment and successful accomplishment of the mission; ability to communicate orally and in writing, clearly, concisely, and accurately. 6. Knowledge of local supply requirements for controlling equipment and hazardous material. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
