You will serve as a CONTRACT SPECIALIST in the CONTRACTS DIVISION, OPERATIONS MANAGEMENT DEPARTMENT of STRATEGIC WEAPONS FACILITY PACIFIC.
This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-2 broadband level encompasses positions equivalent to GS-5 - GS-11. The NH-3 broadband level encompasses positions equivalent to GS-12 - GS-13.
Duties
You will provide strategic weapons and strategic weapons system support to the fleet and other designated activities, and to perform other such functions and tasks as may be directed by higher authority.
You will evaluate contractor performance for compliance with terms and conditions of contracts and ensures timely submission of technical progress reports and performance metrics.
You will assist with the administration of all contractual aspects of support services and goods to meet system acquisition program.
You will prepare letters, memoranda, documents, or reports that support service agreements, contractual actions, or recommendations.
You will assist to determine the appropriate method of procurement (e.g., simplified acquisitions or negotiation) using a wide range of contracting methods and contract types.
You will assist with CONUS/OCONUS market research/analysis to determine availability of the
requirement; analyze market trends, commercial practices, conditions and technological advances.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
NH-III:
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NH-II (GS-11 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: performing professional contracting functions for small contracts (contracts under the simplified acquisition threshold) such as developing, implementing, or maintaining all aspects of contractual support to fulfill the contracts mission, while ensuring compliance with detailed contract terms and conditions.
NH-II:
You must meet the Basic Education Requirements of the Department of Defense Qualification Standard for Contracting positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.
