Serves the Healthcare for Homeless Veterans (HCHV) and the Housing and Urban Development/Veteran Affairs Supportive Housing (HUD/VASH) Programs.
The primary duties of the Program Support Assistant (PSA) are administrative support and program development, to assist with data collection and tracking, analysis of trends, report preparation, management of motor pool, and implementation of best practices.
Duties
This position develops, coordinates, and implements a comprehensive outreach initiative designed to facilitate the delivery of services to Veterans. Works closely with the Supervisors of the HCHV and HUD/VASH Programs and provides assistance to all social workers in HCHV and HUD/VASH Programs. This requires the incumbent to identify the needs and requirements of the Veteran population, services they are not able to access on their own, partners in the community who are willing to provide services or will jointly develop services. Maintains responsibility for coordination of referrals for Veterans. As a referral specialist, reviews Veteran referrals and resource utilization, participates in team meetings, and ensures continuity of care by maintaining communication and documentation. Monitors and evaluates activities (utilization of referrals/resources, trainings, appointments with the Veteran, etc.), and makes recommendations for improvements for the HCHV and HUD/VASH Programs. Identifies and builds relationships with community partners and stakeholders, such as Veteran Service Organizations, faith-based organizations, United Way, fraternal organizations, and other nonprofits, to enhance and improve referrals and resources for Veterans. Provides education and consultation to community and VA providers about the HCHV and HUD/VASH Programs. Establishes and maintains a comprehensive list of community resources and services and serves as the initial point of contact for Veterans.
Extracts data from databases regarding consult completion, data is manipulated and dispersed to correct Social Work team member for action; upon completion of report, incumbent provides longitudinal summation data used for process improvement projects to Program Supervisors. Workload data is regularly compiled. Assignments include development and evaluation of information that comes from a variety of sources and incumbent must identify and study various factors and determine appropriateness and applicability to the projects. The data and reports are used to plan budgets, determine obligations, prepare for new programs, and regulate staffing needs and workload distribution. Information is also used to ensure that funds are not over obligated and to be assured that enough program funding is available. Gathers other mandatory data from multiple sources for the completion of required reports for the medical center, the VISN and national program offices in support of the program's operations. Performs administrative duties to facilitate treatment and services for Veterans. Performs periodic reviews of clinical charts to ensure completion of necessary documentation in accordance with accrediting institutions. Tracks forms and creates a database to ensure the timeliness of time sensitive materials.
Performs telephone and walk-in triage and brief assessment, assists Veterans, families, medical center staff and community agency personnel who are seeking Social Work services and HCHV and HUD/VASH services. This may include identifying and contacting available clinicians in response to urgent needs of Veterans, families, and/or caregivers. Maintains a report of the telephone calls received and walk- in contacts. Screens all calls and visitors for HCHV and HUD/VASH Programs, answering most questions on established policy or routine matters. When calls are referred to clinicians, the incumbent furnishes readily obtainable information to aid in the discussion. Accepts telephone calls from social work staff in the field, other VA staff, and/or community agency staff, regarding program inquiries, program concerns, etc. Incumbent obtains as much information as possible, provides information and resolves problems independently when possible, prioritizes, and makes decisions regarding caller referral based on specific caller needs.
Scans and uploads documents into automated databases, and files documents. Creates and maintains respective program manuals to assist the HUD/VASH and HCHV Programs in the implementation of national directives, policies and procedures and accompanying databases. Receives/screens and manages all incoming and outgoing documents, publications, directives, and correspondence, determining appropriate action and/or response with minimal direction. Mails out materials to Veterans and family members as requested. Collects, identifies, records and tracks community resources as appropriate. Attends trainings, as needed, to fulfill program and facility requirements. Also schedules conferences and meetings, including arranging logistics, preparing agendas, and notifying participants. Serves as the back- up to the Automated Data Processing Application Coordinator (ADPAC) for the Social Work Service.

Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In addition to meeting experience or education requirements, applicants for these positions must show possession of the following skills, as appropriate. Applicants may meet these requirements by passing the appropriate performance test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificates by the Office of Personnel Management local office, or by self-certifying their proficiency. Performance test results and certificates of proficiency are acceptable for 3 years. Agencies may verify proficiency skills of self-certified applicants by administering the appropriate performance test.

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience with timekeeping duties, schedules appointments for ID cards, HR requirements, and computer access, maintains budget, Develop, maintain and modify weekly lecture schedule (this includes room scheduling and cadaver lab scheduling), Maintain and ensure invoices are paid in a timely fashion, collection, compilation, and/or tracking of data and statistical information, organizes computerized data sets, and retrieves computerized data. experience with different software such as: Dragon speak, Adobe Acrobat Professional, MS Excel. Access, Word, and Power Point. Reviews correspondences to ensure correct grammar, spelling, capitalization, punctuation, and terminology used in the office; Arranges meetings, Maintains and revises the office filing system, receives and logs outgoing correspondence, etc.
