Duties

WHAT IS THE HUMAN CAPITAL OFFICEDIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Human Capital Office Acquisition and Contract Support Office The following are the duties of this position at the full working level. Serves as a specialist for the planning, development, coordination, and implementation of critical and moderate to moderate-high complex Human Capital Office projects that impact the Human Capital Office, other business units, enterprise, Department of Treasury, and contractors. Using expertise relating to all aspects of project planning and implementation, the incumbent serves as a specialist in the field of acquisition project management and the primary point of contact for Human Capital Office program officials on acquisition and administrative matters affecting the procurement or acquiring of supplies, software, and services including human capital and information technology. Meets with all levels of management within the Service and across the Government to define the overall goals and objectives of the project. Coordinates the impact of the project with employees and managers in all affected areas within the Service and with individuals and organizations outside the Service; serves as the primary liaison with the Department and other agencies for the full scope of the assigned project. Prepares recommendations for personnel and budget requirements to accomplish the project. Negotiates with program managers, high level managers, and stakeholders at all levels to obtain needed resources and support. Monitors project status and adjusts work plans, schedules, and assignments for project accomplishment. Manages and makes recommendations to adjust project resources to meet goals and objectives. Responsible for the onboarding and offboarding of resources requiring staff like access for project supporting contracts and interagency agreements. Responsible for reviewing and uploading all resource clearance documents for Personnel Security adjudication. Serves as manager of record for all resources that are designated to support the assigned project with some projects exceeding 100 resources each. Utilizes the full range of project management technical skills in the accomplishment of work assignments. Prepares action plans and schedules for each project milestone. Ensures that project plans are consistent with Department and Service goals, schedules, and policies. Prepares, develops, and implements change management strategies. This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-05 QUALIFICATIONS: You must have three (3) years of general experience, one (1) year of which was at a level of difficulty and responsibility equivalent to the GS-4 grade level in the Federal service. General experience for this position includes: Experience analyzing problems to identify significant factors, researching and gathering pertinent data, and recognizing/identifying solutions. Experience planning and organizing work and communicating effectively both verbally and in writing. OR you may substitute education for general experience as follows: A four (4) year course of study leading to a bachelor's degree at an accredited college or university in any field of study. OR you may qualify with at least one (1) year of combined qualifying education and experience as defined above. GS-07 QUALIFICATIONS: You must have at least one year (1) of specialized experience equivalent to the next lower grade level (GS-05) in the Federal service. Specialized experience for this position includes assisting in performing operational reviews, preparing program evaluations, and providing guidelines pertaining to the effectiveness of line program operations. Experience advising on program staffing and assisting in conducting studies of employee/organizational efficiency and productivity and recommending changes in procedures and techniques to improve baseline measures and work methods. OR you may substitute education for specialized experience as follows: One (1) year of graduate level education at an accredited college or university in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR Superior Academic Achievement may be met by having a bachelor's degree, with one of the following: A GPA of 2.95 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.45 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies. Note: Grade point averages should be rounded to one decimal point. For example, 2.95 is rounded to 3.0, and 2.94 is rounded to 2.9. If more than 10 percent of your undergraduate course work (credit hours) was taken on a pass/fail or similar basis, your claim must be based on class standing or membership in an Honor Society. OR you may qualify with at least one (1) year of combined qualifying education and specialized experience as defined above. GS-09 QUALIFICATIONS: You must have at least one year (1) of specialized experience equivalent to the next lower grade level (GS-07) in the Federal service. Specialized experience for this position includes preparing comprehensive program analyses and evaluations pertaining to the effectiveness of program operations. Experience developing changes in methods and conducting studies of employee/ organizational efficiency and productivity; planning, coordinating, and establishing operating methods and procedures for accomplishment of project mission; providing guidance for various analytical studies to resolve substantive problems or improve effectiveness and efficiency of operating line or administrative support programs. OR you may substitute education for specialized experience as follows: Master's or equivalent graduate degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR two (2) full years of progressively higher-level graduate education leading to a master's degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR LL.B. or J.D. in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR you may qualify with at least one (1) year of combined qualifying education and specialized experience as defined above. GS-11 QUALIFICATIONS: You must have at least one year (1) of specialized experience equivalent to the next lower grade level (GS-09) in the Federal service. Specialized experience for this position includes preparing evaluations for a segment or phase of a broader project or study. Experience utilizing conventional techniques to gather, assemble, and analyze facts, draw conclusions, and devise alternatives; preparing draft reports and other substantive guidelines and materials; recommending changes and/or alternative methods, processes, and techniques to improve program and administrative procedures. Experience performing operational reviews, program evaluations, and guidelines pertaining to the effectiveness of line program operations and proposing recommendations and conducting studies of employee/ organizational efficiency and productivity. OR you may substitute education for specialized experience as follows: Ph.D. or equivalent doctoral degree from an accredited college or university in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR three (3) full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR LL.M. in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR you may qualify with at least one (1) year of combined qualifying education and specialized experience as defined above. GS-12 SPECIALIZED EXPERIENCE: You must have at least one year (1) of specialized experience equivalent to the next lower grade level (GS-11) in the Federal service. Specialized experience for this position includes knowledge of project management to effectively coordinate and integrate project objectives and recommendations; experience with evaluative and analytical methods to identify and measure project accomplishments and progress, revise methods, and develop new approaches to information gathering. Experience with project management techniques to plan, schedule, and conduct complex projects; knowledge of the mission, organizational structures, work processes, and related administrative activities of a human resources program to identify actual or potential problem areas, trends, deficiencies, or other similar factors affecting operations. Knowledge of business processes to effectively lead, coordinate, integrate and deliver project objectives and recommendations sufficiently to develop plans and schedules, estimate resource requirements, define deliverables, monitor activities, and to evaluate and report accomplishments. Experience with oral and written communication techniques including explaining policies to internal and external stakeholders, presenting findings, recommending solutions, and developing briefings, status reports, project plans, and proposals.
