Duties

This Supervisory Transportation Security Specialist position is located Operations Support (OS), Intelligence and Analysis (I&A), Vetting and Analysis Division (VAD), Analytics & Support Branch (ASB), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Manages the Workforce Readiness section responsible for providing support to VAD's 24 X 7 X 365 operations center. This includes managing personnel, training, scheduling, quality assurance, and improvement strategies necessary to support vetting, credential and call center mission capabilities to ensure smooth and efficient national operations. Work is typically governed by established policies, procedures, and organizational objectives that frequently leave room for management discretion. Works with TSA Program Managers to improve current programs and develop new operational programs. Provides strategic direction and vision for operational support of vetting programs and call center operations including identification of process improvements, ensures NTVC Standard Operating Procedures (SOPs) are accurate and relevant, and directs updates and changes to improve operational efficiency and coordination. Serves as a senior spokesman for vetting projects and issues to VAD, I&A, and TSA senior leaders. Serve as a key transportation security technical advisor, responsible for advising senior leadership on highly complex operational programs, projects and operations related to transportation passengers and workers in order to mitigate threats to the transportation sector. Involves collaboration both internally within TSA and externally to ensure operational products and services meet both operational sufficiency, quality, and timeliness requirements associated with national security requirements. Advises managers on the development of operational guidelines and standards and prepares points of view used in forecasting trends and evaluating resource constraints. Contributes to technology enhancements to operational systems and makes suggestions to improve the vetting algorithm which directly impacts the NTVC's ability to identify, assess, and report known or suspected terrorist access to the programs managed. Exercises a full range of supervisory and personnel management authorities and responsibilities in directing work of subordinate staff. Coordinates and evaluates subordinates' work to assure balanced workload and timely responses to assigned actions. Gives advice, counsel, or instruction to employees on both work and administrative matters. Develops job descriptions and assigns work to subordinates based on priorities. Determines selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Hears and resolves complaints from assigned personnel and refers unresolved matters to higher authority. Supervisory/Managerial duties includes serving as a first line supervisor for the organization. This includes but is not limited to: assigning work, setting priorities, and reviewing and evaluating work and performance of subordinates; approving leave; coaching and developing employees; recommending corrective or disciplinary actions; assisting in budget planning and projecting short-term needs; managing projects within assigned resources; resolving routine problems that typically impact the objectives of the organizational unit; and when required, coordinating with customers outside the immediate organization.

Qualifications

To qualify for the SV-J Pay Band (equivalent to GS-14), an applicant must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped an applicant with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Translating policies into written and oral operational guidance for personnel. AND Identifying positive trends and areas of needed improvement and directly review the work of immediate subordinates. AND Demonstrated experience working with vetting systems and databases utilized for the review, analysis and reporting of potential passenger or credential holder matches to the US government Watch list. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
