This is a Direct Hire Authority (DHA) solicitation utilizing the OPM Government Wide DHA for Science, Technology, Engineering and Mathamatics (STEM) Positions to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is with the Army Logistics Enterprise Support Agency (LESA), and may be filled at the New Cumberland PA, Pentagon Arlington VA or Fort Belvoir VA, duty locations.

Duties

Plan and evaluate data analytic projects. Contribute technical data science expertise to the development and integration of analytical products. Generate queries to extract relevant data for project requirements. Assess data completeness and applicability to project requirements. Develop data models and data products. Apply advanced mathematical techniques to analyze datasets and synthesize information into actionable outputs.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
• Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
• This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.

Who May Apply: US Citizens In order to qualify, you must meet the education AND experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Education Requirement: Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. OR Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience. NOTE: YOU MUST SUBMIT A COPY OF YOUR TRANSCRIPTS WITH YOUR APPLICATION PACKAGE TO MEET THE BASIC EDUCATION REQUIREMENT. AND Specialized Experience: One year of specialized experience which includes 1) Planning, developing, and implementing data analytic and modeling efforts using industry-standard languages (SQL, Python) and tools (vendor business intelligence and data platforms); 2) Assessing and accessing data from an electronic system/database such as Army/OSD business systems (e.g. Enterprise Resource Planning systems, Logistics/Supply Chain applications, etc.) and integrating it into data products for enterprise management and analysis; and 3) Working with other developers to design statistical and/or mathematical computations that deliver data quality metrics, accurate analysis, and statistically-significant results that enable leaders to make decisions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
