The primary purpose of this position is to assist the AMXS Operations Officer in all aspects of aircraft maintenance and aircraft management. Serve as the Technical Advisor for the 22d Aircraft Maintenance Squadron, providing expertise and advice on all aspects of Aircraft Maintenance. Coordinates with AMUs, MXS, MXG Plans & Scheduling, OG Current Ops, and Ops Scheduling
Duties
Plans, organizes, and oversees the activities of the 22d Aircraft Maintenance Squadron.
Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work. Advises staff regarding policies, procedures, and directives of higher level management or headquarters.
Represents the 22d Aircraft Maintenance Squadron with a variety of installation and functional area organizations.
Provides expertise and advice on all aspects of Aircraft Maintenance. Serves as expert in the aircraft maintenance field.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- May be required to work weekends, overtime, holidays, evenings, emergency callback, etc. May be required to be on-call.
- May be required to work from an alternate location in the event of a power failure, exercise, or as directed
- Computer literacy and familiarity with the most modern computer systems and personal computer software such as Power Point, Excel, and Microsoft Word will be necessary for the completion of daily tasks.

- May serve as the Operations Officer in the absence of the squadron’s primary Operations Officer.
- "This is a Supervisory Position." A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of analytical methods, management and organizational principles, aircraft maintenance policies and procedures and operations sufficient to evaluate the effectiveness of aircraft maintenance goals and standards; training programs, and the impact of operations tempo on the aircraft maintenance workforce and resources. Work requires the ability to perform complex studies requiring new and innovative approaches, many requiring a team effort to obtain the desired mission outcome and evaluate the process for possible changes to increase effectiveness. Incumbent will often serve to direct the team effort with senior leaders as required. Expert knowledge of aircraft maintenance support requirements in terms of mission plans, unit control center, resource management, position management, facilities management and aircraft parking plans are required of the position.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., related degree from an accredited college or university. NOTE: You must submit transcripts with your application.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit transcripts with your application.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the aircraft maintenance field, including a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness, including metrics and Quality Assurance. Applies knowledge to improve complex aircraft maintenance management processes and systems. Must know and be able to implement mishap response procedures and investigations.
Knowledge of safety and security regulations, practices, and procedures. Must be skilled at writing and using AFIs and OIs.
Ability to plan, organize, and direct the functions of, and mentor, motivate, and appraise the staff of an organization.
Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Must be skilled at managing budgets and projects.
Ability to communicate effectively both orally, in writing, and via e-mail.
Knowledge of the logistics required for various aircraft movements, such as TDYs, deployments, and Maintenance Recovery Teams. This requires knowledge of the KC-135 community and Total Force Integration, as well as knowledge of Air Force and command program goals and objectives.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
