The primary purpose of this position is: To provide a social worker (SW) for the AF Family Advocacy Program (FAP). Serves as Program Director (PD) for the AF Domestic Abuse Victim Advocate (DAVA) program, concerning DAVA policy development, administration, management, training and clinical guidance.
Duties
Performs duties at the AFMOA as the FAP DAVA PD, involved in AF and DoD DAVA policy development, evaluation, and execution.
Works with the Chief, AF FAP, the Director of Clinical Services, and the New Parent Support Program (NPSP) PDs on development and maintenance of professional standards of service, initiating and effecting changes in methods that will promote an efficient and effective AF program.
Reviews research requirements and initiatives, coordinates program evaluation efforts, and makes recommendations to the FAP Director of Research.
Develop a process to monitor the quality of the services provided by the installation DAVAs.
Participates in analyzing, evaluating, initiating program policy and preparing the $48M+ annual budget for the FAP world-wide.

- At a minimum, qualification requirements stipulated by the US Office of Personnel Management for the 0185 occupational series must be met.
- At least 5 years of professional experience working with child and partner maltreatment programs is highly desired.
- Must be an Independent Licensee in Good Standing.
- Must be able to obtain and maintain a Secret Security Clearance.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Degree: Social work. Must fulfill all of the requirements for the master's degree in social work in a school accredited by the Council on Social Work Education. NOTE: You must submit a copy of your transcripts.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of professional social work practices, principles, and theories to carry a full professional responsibility ensuring compliance with legal and regulatory requirements and meeting customer needs. Holds primary responsibility for installation functions, prevention, identification, evaluation, treatment, rehabilitation, follow-ups, and reporting of military family violence. Military community efforts designed to prevent and intervene in cases of military distress, and to promote healthy family life.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
l. Knowledge of professional social work practices, principles, theories, and administrative requirements applied toward effective development, promotion, and management of a complex family advocacy program.
2. Comprehensive and detailed knowledge and understanding of governing policies, precedent-setting decisions, procedures, program directives, and public laws issued by Congress, DoD, and HQ USAF regarding a comprehensive AF world-wide Domestic Abuse Victim Advocacy (DAVA) program, and ability to translate such legislation and guidelines into program goals, actions, and services.
3. Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of world-wide DAVA programs, along with knowledge of the mission, goals, objectives, organization, work force composition, work methods, functions, and work processes throughout the programs, and the relationship of support activities to such missions, to develop sound recommendations and decisions, such as determining whether requests for manpower and expenditure are proper, necessary, and timely.
4. 4. Skill and experience in working with cross-functional teams both internally and externally (including multiple local, state, and national agencies) to plan, organize, and direct multi-year strategic planning, goal matrix and metrics to evaluate overall Family Advocacy goals and objectives.
5. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analyses, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable of top management use and decision-making.
6. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy,
and diplomacy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
