About the Position: You will serve as principal advisor to the District Commander and Deputy Commander, and manage the Equal Employment Opportunity Program for the District having employees in a wide variety of occupations including professional, administrative, technical, clerical, trades, and crafts.

Duties

Provide advice and counsel to line and staff managers/supervisors in the development and implementation of the District's annual affirmative action plan. Develop and participate in presentation of formal training for supervisors/managers. Supervises the Special Emphasis Programs, which are implemented by the Special Emphasis Programs Manager. Ensure training of EEO Counselors for employees/applicants who believe they are being discriminated against. Develop and administer the local program for processing informal and formal complaints within established time limits. Evaluate and prepare reports on the EEO program. Hear and resolve employee complaints.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent may be subject to a one-year supervisory probationary period.

To qualify at the GS-12 grade level, you must have: Specialized Experience: One year of specialized experience which includes overseeing and monitoring an Equal Employment Opportunity (EEO) complaint processing system to ensure compliance with regulatory requirements; interpreting and applying EEO program guidance and processing claims; experience in the use of fact-finding, problem solving, and negotiating resolutions of problems between management and employees; preparing EEO reports; advising or training employees and managers on equal opportunity rights. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
