A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Tax Exempt and Government Entities: Compliance Planning & Classification (CP&C) Issue ID &SR: Research The following are the duties of this position at the full working level. Serves as a technical expert with responsibility for the initiation, planning, implementation, controlling, modifying and executing of all or part of an entire project, including such tasks as formulation of workload estimates for program segments, specification of the methodology to be used, preparation of appropriate specifications and procedures, and review of computer systems specifications and materials and instructions needed for assuring the adequacy of the project's design and objectives. Explores novel methods of retrieving data and develops innovative recommendations to management and senior leadership as a means for making data driven decisions which may result in a modification of policies and/or processes. Reviews, evaluates, validates, and documents the results of the findings. Provides highly technical advice to the all levels of management throughout the Agency as needed. Takes a leadership role in the development of policy and guidance, and development of recommendations to improve the effectiveness of the organization. Actively assists in the implementation of administrative and technical decisions and ensures accomplishment of the desired results. Formulates policies, develops program plans, designs and issues directives and instructions, and develops recommendations to improve business systems policy to business executives. As a technical expert on guidelines and policies, the incumbent interprets, develops, adapts, and coordinates analytical reviews of new policies, procedures, and program requirements of the Service and their impact on Service wide operations and resources. Accordingly, the incumbent advises and negotiates acceptance of conflicting issues with management in the formulation of specific policies. Applies and disseminates newly developed or revised policies and procedures for use as appropriate for use throughout the Service. Performs other duties as assigned.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: IOR: GS-1530 Statistician (Data Scientist) Basic Requirements: You must have a bachelor's degree that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing. OR Combination of education and experience -- courses as shown above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance. GS-1529 Mathematical Statistician (Data Scientist) Basic Requirements: You must have a bachelor's degree that included courses in mathematics and statistics totaling at least 24 semester hours. This course work must have included a minimum of 12 semester hours of mathematics and 6 semester hours were in statistics. Courses acceptable toward meeting the mathematics course requirement must have included at least four of the following: differential calculus, integral calculus, advanced calculus, theory of equations, vector analysis, advanced algebra, linear algebra, mathematical logic, differential equations, or any other advanced course in mathematics for which one of these was a prerequisite. Courses in mathematical statistics or probability theory with a prerequisite of elementary calculus or more advanced courses will be accepted toward meeting the mathematics requirements, with the provision that the same course cannot be counted toward both the mathematics and the statistics requirement. OR A combination of education and experience that includes at least 24 semester hours of mathematics and statistics, including at least 12 hours in mathematics and 6 hours in statistics, as described above; and Experience that showed evidence of statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying known statistical techniques to data such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance. SPECIALIZED EXPERIENCE FOR GS-14: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes Experience in statistical/mathematical project assignments that required a wide range of knowledge of statistical program requirements and techniques pertinent to the position to be filled. Experience completing assignments involving an analysis of several alternative statistical approaches and through advising management concerning major aspects of advanced statistical and mathematical theories and techniques that relate to data analysis, probability sampling, estimation procedures, variance estimation, and applying professional knowledge and experience resolving non-routine and/or unprecedented issues. Experience using the methods and principles related to mathematical statistics in carrying out project assignments. Experience in establishing effective working relationships with people from a variety of technical backgrounds, assessing their needs and expectations; preparing reports and making recommendations for meeting customer needs; Experience with statistical theories and techniques that relate to survey sampling, weighting, outlier detection, imputation, adjusting for non-response, forecasting, projections, and complex variance estimation methods. Additionally, experience in applying complex statistical techniques and analysis in the preparation of relevant reports and studies. Experience includes the use of mathematical modeling and/or simulation tools and techniques to test and evaluate models and simulations, characterize systems support decisions involving requirements, evaluate design alternatives, and support operational preparation while leading a project. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
