This position will serve as a phlebotomist, specimen processor, and customer service support in the Laboratory Specimen Processing Section performing support duties for Atlanta VAMC wards and outpatient clinics and local are clinics who may refer eligible patients to Atlanta VAMAC for laboratory services. Work may be performed in the laboratory, or in-patient care areas of the hospital.

Duties

Proper specimen collection, including patient preparation, if applicable, labeling, handling, preservation or fixation, processing or preparation, transportation and storage of specimens\ Evaluate, modifies or adapts new methods or revises standard techniques to improve or expand accuracy, specificity or proficiency of analyses; compares new methods with existing or reference methods Perform simple laboratory analysis to obtain accurate patient diagnoses Uses knowledge of laboratory practices and regulations governing bio-safety and bio-security to educate patients Evaluates laboratory order / request to determine the suitability of specimen to collect. Collects specimen using the correct tube for testing; Use various types of phlebotomy equipment (e.g., butterflies, vacutainer system). Use computer system to Accessions, Organizes work and set priorities to meet deadlines for completing patient lab draw Prepares, inputs and transmits specimen information for shipment to reference laboratory for testing Explains the purpose and procedure for tests to the patient Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/04/2024. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-4 position you must have served 52 weeks at the GS-3. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. GS-04 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-03 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: (a) technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings or (b) technical support work in a closely related field, e.g., biological laboratory technician work, that required application of the methods and techniques for the position to be filled. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successful completion of (a) an associate-degree course of study of which the 2nd year of the 2-year program included successful completion of a training course of approximately a year's duration in a certified laboratory assistant school approved by a nationally recognized accrediting agency; (b) 1 year of study that included 6 semester hours in chemistry and/or the biological sciences, plus successful completion of the training course as described in (a) above for GS-3; or (c) 2 years of study that included at least 12 semester hours of chemistry and/or biological science course work that must have been directly related to the specialization of the position to be filled. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 2 years above high school with courses related to the occupation, if required. To qualify based on education for this grade level you must have successful completion of a full 4-year course of study leading to a bachelor's degree with major study or at least 24 semester hours in subjects appropriate to the position to be filled. OR, Combination: Equivalent combinations of post-high school education and specialized experience, as described above. Note: only education in excess of the first 60 semester hours of a course of study leading to a bachelor's degree is creditable toward meeting the specialized experience requirements. Two full academic years of study, or 60 semester hours, beyond the second year is equivalent to l year of specialized experience. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires some physical exertion, such as regular and recurring light lifting, walking, bending, or standing. In many situations the duration of the activity (such as most of the workday) contributes to the arduous nature of the job. In other situations, such as in a laboratory, there may be special requirements for agility or dexterity, such as exceptional hand/eye coordination, or color differentiation. The incumbent will be required to use protective clothing or gear such as masks, gowns, boots, goggles, gloves or shields to moderate risks.
