Duties
The Health Technician (Phlebotomist) performs a variety of technical laboratory procedures, clerical and administrative duties that provide support in meeting the mission of health services. The incumbent of this position will be primarily responsible for the collection and processing of clinical laboratory specimens (i.e. stool, urine, etc.) in a Federal Bureau of Prisons’ (BOP) correctional facility. Collection of human blood specimens will be accomplished via routine venipuncture and capillary procedures. The incumbent will also be responsible for specimen transport, laboratory supply transport and inventory, preparation of laboratory requisitions, scheduling laboratory call-outs on SENTRY, packaging specimens for shipment to a referral laboratory, as well as various other laboratory support functions.

Qualifications
To be considered for the position, you must meet the following qualification requirements.
Education:
A four year course of study above high school leading to a bachelor's degree, with a major study or at least 24 semester hours in subjects directly related to the position.
OR
Experience:
You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in federal service. Specialized experience is directly related experience that includes support duties to medical or health personnel, such as audiologists, speech pathologists, medical officers, and optometrists. Therefore, technician experience is experience that required application of the knowledge, methods, and techniques of the position to be filled.
Some examples of this qualifying experience are:
Experience in the collection of patient specimens via venipuncture and/or capillary techniques.
Experience in instructing patients on proper collection of specimens such as stool and urine for laboratory analysis.
Experience in specimen processing to include specimen centrifugations, aliquoting, and mixing.
Experience in maintaining inventories of needles and syringes and laboratory supplies.
OR
Combination of Education & Experience:
You may have a combination of successfully completed post-high school education and experience. This experience must have equipped you with the qualifications to perform the major duties of this position as described above.
Credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as the number of hours worked per week) spent in activities.
