You will serve as a TECHNICAL INFORMATION SPECIALIST in the Technical Innovation and Data Management Branch, Technical Support Division, Engineering and Planning Department of PEARL HARBOR NSY AND IMF.
Duties
You will perform reference and research functions for scientific and engineering documents.
You will maintain technical references available through digital database formats.
You will coordinate with database technical representatives for maintenance of databases and systems.
You will monitor and test systems to ensure database system information meets requirements.
You will provide library and technical information services such as referencing, researching, indexing, abstracting, training, quality control, information and management support.
You will examine, index, and catalog new and existing technical referenced based on needs and content.
You will create and maintain databases.
You will perform complex analysis in Excel, including an in-depth programming in Excel (i.e., conditional formatting, logical statements, mathematical formulae, etc.).
You will test and evaluate library systems, report problems, and recommend new tools and solutions to problems.
You will maintain statistical information, prepare reports, and make recommendations to ensure database/system information is meeting requirements in the most effective way possible.
You will conduct searches for hard-to-find data such as classified references, procurement sources, and bibliographic references.
You will perform descriptive cataloging for scientific and engineering documents requiring unusual entries.
You will participate in the design and enhancement of information storage and retrieval systems.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
For the GS-9: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-7 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: utilizing an electronic document retrieval system (e.g., Advanced Technical Information Support (ATIS), Technical Data Management Information System (TDMIS), Submarine Maintenance Engineering, Planning, and Procurement (SUBMEPP); Naval Ships Engineering Drawing Repository (NESDR), Contractor Integrated Technical Information Service (CITIS)) to organize, retrieve, and disseminate technical reference materials (e.g., drawings, military standards, technical manuals, equipment manuals, periodicals, specifications/standards) needed for the maintenance, repair or alteration of naval vessels. Must have experience improving library systems that provide more efficient information to users.
For the GS-7: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-5 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: utilizing an electronic document retrieval system (e.g., Advanced Technical Information Support (ATIS), Technical Data Management Information System (TDMIS), Submarine Maintenance Engineering, Planning, and Procurement (SUBMEPP); Naval Ships Engineering Drawing Repository (NESDR), Contractor Integrated Technical Information Service (CITIS)) to field customers' requests for technical reference materials (e.g., drawings, military standards, technical manuals, equipment manuals, periodicals, specifications/standards) needed for the maintenance, repair, or alteration of naval vessels.

Education
Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:
- A full 4-year course of study that meets all the requirements for a bachelor's degree with major study in the subject-matter field of the position to be filled; or
- Four years of experience that provided a knowledge of the basic principles, theories, practices, techniques, and terminology of a discipline or subject-matter field; an understanding of the standard methods, procedures, and techniques of research and analysis in the subject-matter field. Such experience must have been equivalent to that which would have been gained through a 4-year college curriculum
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
For the GS-9:
- Successful completion of a master's or equivalent graduate degree directly related to the position; or
- Successful completion of two full years of progressively higher-level graduate education leading to a master's degree directly related to the position; or
- Successful completion of an LL.B. or J.D. that is related to the position being filled; or
- A combination of experience and education as described above that equates to one year of experience
For the GS-7:
- Successful completion of a bachelor's degree with superior academic achievement with major study in the subject-matter field of the position to be filled; or
- Successful completion of one full year of graduate level education directly related to the position; or
- A combination of experience and education as described above that equates to one year of experience
