Duties
The incumbent will serve as a Maintenance Mechanic. As a Maintenance Mechanic, you will perform the following duties:
Qualifications
PHYSICAL EFFORT
The work involves installation and maintenance of all NWS building equipment, cabling, and site preparation accommodating mission critical facilities systems and instrumentation. Physical activity is required, including walking, bending, crawling or climbing while performing field work. When operating equipment, the incumbent may be under a great deal of strain from constant reaching, bending, turning, and moving of hands, arms, feet, legs, and by vibration and jerking of the equipment. Work in the field (both interior and exterior) will require access to electrical manholes, mechanical rooms, ceiling and mezzanine area's not accessible to some that are physical disabled. The work may require working from ladders or scaffolding, climbing towers, and may involve some lifting of objects over 50 lbs. Tasks are sometimes of long duration, with work occurring concurrently at multiple locations. Tasks must be accomplished in a wide range of climatic conditions, varying from arctic tundra to mountainous rainforest.
WORKING CONDITIONS
The work is performed inside and outside with exposure to all kinds of weather. Work is generally performed in both an office environment and in the field (indoor and outdoor). The work area may be dirty, wet, dusty, and greasy, with inadequate lighting, heat, or ventilation. Incumbent is subject to cuts, abrasions, burns, broken bones, electrical shock, infections, bites, exposure to harmful chemical fumes, irritation of eyes, skin and respiratory tract, and the hazards of operating power tools and equipment. Travel is required to perform maintenance or repair work in the field, conduct site investigations, or to review field operations. Occasionally in the course of site investigations and field work, the incumbent may need to work in confined spaces, on ladders, or other elevated work surfaces. Discomfort is encountered when wearing protective clothing, gloves, or eye goggles. Incumbent must be able to don proper protective equipment including, but not limited to safety glasses, safety vest and fall harness. Cautious elements and care include, but are not limited to: (1) Lighting, heating, and ventilation in work area; (2) Weather conditions to which exposed when working outdoors; (3) Extreme temperatures to which exposed in the work area; (4) Dust, grease, and soiling of clothing and skin surfaces; (5) Noise and vibration; (6) Exposure to gases and fumes; and (7) Hazards in working above ground level, on slippery surfaces, or in crowded areas near moving vehicles or cutting tools.
QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-6900 Warehousing And Stock Handling Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.
Federal Wage System (FWS) positions require the use of a Screen-Out Element (SOE). Points awarded for this element will range from 0-4, with 4 being the highest. Points will be based on experience and training which are documented by your responses to the questionnaire. All applicants must receive a score of 2.0 or above on the SOE and an average of 2.0 on all the job elements in order to be considered minimally qualified for the position(s) to be filled.
