In coordination with VA BHHCS Service Lines and reporting to the Associate Director, the incumbent develops, coordinates, directs, and manages a hospital housekeeping program, which emphasizes the maintenance of environmental sanitation within acceptable levels of bacteriological, as well as visual cleanliness and the assurance of appropriate type, quantity, and quality of laundry textile production and delivery.

Duties

Major duties and responsibilities include but may not be limited to: Plans, coordinates, and supervises hospital housekeeping functions such as environmental sanitation, laundry/linen/uniform operations, interior/exterior integrated pest control management program, non-critical Reusable Medical Equipment (RME) program, waste management and reduction program, bed services program to include Bed Management Service (BMS) program, and Interior Design Program. Incumbent conducts systematic monitoring and surveillance of all aspects of contracted services that they oversee as the Contracting Officer Representative (COR) or that falls under their purview. Determines the need for and allocation of resources. Communicates agency and local hospital policies and priorities throughout the hospital housekeeping department. Serves as the advisor and consultant to the Chief Facilities Management and executive leadership and is responsible for implementing and maintaining a sound environmental sanitation program, a cost-efficient uniform operation, waste management, integrated pest management, interior design, document shred program, and recycling programs. The incumbent identifies developmental, and training needs of employees, providing for and arranging needed development and training. Responsible for the completion of the environmental aspect/impact analysis in collaboration with the (Green Environment Management System (GEMS) Coordinator, effective implementation of the operational strategies developed through the GEMS program to ensure regulatory compliance and improving environmental performance within his/her service. Purchase Card Approver. Ensures that cardholders adhere to these procurement requirements. Monitors to ensure that card holders conduct daily purchase card reconciliations within the required timeframe and the reconciliations within the required timeframe and the reconciliations are correct. Manages information security within area of responsibility to assure that computer system security and confidentiality is sensitive information is maintained, and that employee access to sensitive information is limited only to that which the employee required to perform their duties. Incumbent acts as necessary to report and address violations of information security. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/09/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Individual Occupational Requirement: Undergraduate Education: Major study -- chemistry or biological sciences, sanitary science or administration, institutional sanitation or administration, hospital administration, hotel administration, public administration, business administration, or other fields related to the position. Graduate Education: Major study -- public health or business administration with emphasis in hospital administration. OR Specialized experience in two or more of the following areas, or other work related to the position to be filled: Experience that demonstrated a practical working knowledge of the basic principles of chemistry, biology, and bacteriology as applied to environmental sanitation, infection control, and to the choice and use of antimicrobial agents in the disinfection, sanitization, and/or sterilization of surfaces and equipment. Experience in laundry and linen management. Experience in interior design management. Experience that demonstrated a knowledge of waste management, including the requirements relating to hazardous, toxic, and infectious wastes and provisions for their final disposition. Experience that demonstrated a knowledge of pest management, including alternative methods of control and the selection and application of chemicals. The specialized experience for this grade level in addition to the above, is further defined as: planning, organizing, budgeting, staffing, and management of a diversified program designed to provide a clean, infection controlled environment; training, facilitating, and managing cross-disciplinary teams.
