Requirements

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

Qualifications

AREA OF CONSIDERATON: HRO MUST process and clear the Department of Defense (DoD), Priority Placement Program (PPP), prior to advertising all internal and external job vacancies and promotion announcements. Area 1 = All permanent Enlisted members employee (NG T32/NG T5) within Puerto Rico Army National Guard. Area 2 = All indefinite Enlisted members employee (NG T32/NG T5) within Puerto Rico Army National Guard. First round consideration will be given to Area 1 Candidates. (All other Areas will be screened only in the event that there are no qualified or recommended Candidates). To prevent a grade inversion, military rank allowed for this position will be determined at the final evaluation of the vacancy announcement considering the military rank of the supervisor. Acceptance of any military technician position may cause the termination of entitlements and eligibility for all military bonuses and student loan repayments. DUTIES: As a FLIGHT ENGINEER (INSTRUCTOR) (D0606000), GS-2185-10, you will provide assistance to the pilot in the overall operation of the aircraft. Primary aircraft include CH 54 Tarbe medium-lift helicopter, CH 47 Chinook medium-lift transport helicopter, and/or UH 60A Black Hawk transport helicopter. The aircrafts missions include combat service support airlift for movement of heavy supplies, vehicles, aircraft and equipment, troop air assaults, extractions and resupply of troops, and aeromedical evacuations, search and rescue, ice break, mine sweep, and air support of national disasters and state contingencies. GENERAL EXPERIENCE: Applicant must have experience demonstrating each of the three competencies listed below: FLIGHT ENGINEERS - Experience which has provided the applicant with a knowledge of aircraft weight and balance computations; aircraft performance data; aircraft records maintenance; and aircraft systems. AIRCRAFT LOADMASTER - Experience in functions such as preparing aircraft loading plans, loading and offloading aircraft, operating loading equipment, and ensuring security of cargo in flight. AERIAL REFUELING TECHNICIAN - Experience which has provided a general knowledge of aircraft fuel, electrical, and hydraulic systems and components. SPECIALIZED EXPERIENCE: Applicant must possess at least ONE (1) year of the specialized experience at the next lower-level GS-09 or the equivalent THIRTY (30) months of specialized experienceperforming or supervising duties such as serving as instructor/flight examiner providing instruction, evaluation and examination on ground and operational training flights; preparing courses and trainings; evaluating and determining examinees proficiency; performing flight engineering and loadmaster work; providing assistance to the pilot in preflight planning, monitoring adherence to flight plan, and operating aircraft engines and a wide variety of aircraft control systems; inspecting condition and readiness of aircraft; performing aircraft test on prefights/in-flight; Computes fuel and cargo load, and weights and balance factors; observing warning indicators for system failure or malfunction during flight; diagnosing problems or malfunctions, and initiates corrective and/or emergency action; coordinating with maintenance personnel on activities on discrepancies requiring action.
