Duties

Conducts studies to address rangeland management concerns and objectives. Conducts monitoring studies and determine the need for rangeland and watershed improvements. Participates in the gathering, analysis, interpretation, and evaluation of monitoring data. Authorize livestock use, process crossing permits and transfers, perform case file updates and execute unauthorized use actions. Prepares/evaluates/conducts ecological analyses of public rangeland projects. Develops plans, assists in designing technical surveys, and performs work on rangeland improvement projects under supervision of a senior rangeland management specialist. Coordinates and consults with local Tribal Councils, State agencies, special interest groups and other federal agencies concerned with the proper protection and conservation of rangeland ecosystems. Utilizes automated equipment such as the Rangeland Administration System (RAS) and Rangeland Improvement Projects System (RIPS). Properly files/stores/preserves range administration records and monitoring data. Uses GPS and GIS tools to collect data.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. This position has a Basic Education Requirement A. Degree: Must have a degree in Range Management OR a related discipline that included at least 42 semester hours in a combination of the plant, animal, soil sciences, and natural resources management, as follows: 1. Range Management: At least 18 semester hours of course work in range management, including courses in such areas as basic principles of range management, range plants, range ecology, range inventories and studies, range improvements, and ranch or rangeland planning. 2. Directly related plant, animal, and soil sciences: At least 15 semester hours of directly related courses in the plant, animal, and soil sciences, including at least one (1) course in each of these three scientific areas, i.e., plant, animal, and soil sciences. Courses in such areas as plant taxonomy, plant physiology, plant ecology, animal nutrition, livestock production, and soil morphology or soil classification are acceptable. 3. Related resource management studies: At least 9 semester hours of course work in related resource management subjects, including courses in such areas as wildlife management, watershed management, natural resource or agricultural economics, forestry, agronomy, forages, and outdoor recreation management, OR B. Combination of education and experience with at least 42 semester hours of course work in the combination of plant, animal, soil sciences and natural resources management as described above, plus appropriate experience or additional education. To qualify using education you will need to clearly state your undergraduate/graduate degree(s) and submit all of your college transcripts; a certificate of diploma cannot be used to determine applicant qualifications. If your degree is from a Foreign Institution See Foreign Education. For GS-05: I meet the Basic Education requirements. For GS-07: 1. I meet the Basic Education Requirements AND I have one year of professional range management experience equivalent to GS-5 in the Federal service. At this level work is entry-level with close supervision. Examples: assist higher level professionals with grazing applications and permits, on-the-ground use supervision, plan and conduct range studies, plan range & watershed improvements, conduct trespass investigations, consult with livestock operators & prepare land use planning documents. 2. I do not meet the experience requirements above, however, I do meet the basic requirement AND I have one year of graduate education in range management or a directly related field OR I graduated from a four year college with Superior Academic Achievement (S.A.A.) See OPM Quals Standard-General Policies E(4)(f). I will provide a copy of my college transcripts. 3. I do not fully meet the experience or education requirements described above, but I do meet the basic requirement AND I possess an equivalent combination of the type and level of experience and education described above. I will provide a copy of my college transcript. 4. I do not have the specialized experience or education (or combination) described above. Superior Academic Achievement (See OPM's General Policies, Application of Qualification Standards Section 4.f.) S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Physical Demands: The work is sedentary but may occasionally require some physical exertion such as walking over rough, uneven, or rocky surfaces and exposure to extreme temperatures. The field duties is this position require that the employee operate four-wheel drive vehicles on and off roads in isolated areas. Work Environment: Work is performed in the office and field locations under a variety of topographic and climatic conditions.

Education

This position falls under the Rangeland Management Series, 0454 Individual Occupational Requirements (IOR).

This position has a positive education requirement (see qualification section for education requirements). You MUST submit a copy of ALL your college transcripts or a list of ALL college courses that include hours and grades from an accredited U.S. college/university. Upon selection, official transcripts must be received prior to appointment. If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
