These positions are located in the Minerals Division. This position is concurrently open to all U.S. Citizens under Announcement Number BLM-NM-24-12352162-DE-OPM.

Duties

Duties will be developmental in nature when filled below the full performance level. Serve as a highly skilled specialist providing advanced petroleum engineering expertise in the field of reservoir engineering, drainage and, operations on federal oil and gas leases when complex and unconventional practices are regularly encountered. Provide assistance to lessees and operators in oil and gas lease development. Provide regulatory review of Sundry Notice applications for oil and gas operations that include but are not limited to installation of measurement meters/facilities, approval of gas flaring/venting, and off-lease measurement/storage of hydrocarbons. Identify potential drainage situations using standard engineering and economic principles including decline curve analysis, ultimate recoverable reserves and economic limit. Provide technical expertise and support to the Petroleum Engineering Technicians and Petroleum Accounting Technicians concerning oil and gas inspection and enforcement issues. Formulate effective strategies consistent with the business and competitive strategy of an organization in a global economy.

Qualifications

In order to qualify for this Petroleum Engineer, GS-0881-9/11/12, you must meet BOTH the Basic Educational Requirement (One of the Options) *AND* meet the Additional Qualification Requirement stated below. BASIC Education Requirement : A. Successfully completed a Bachelor's degree (or higher) in engineering. The curriculum must be in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET). (NOTE: You must provide a copy of your transcripts.) OR B. Successfully completed a bachelor's degree (or higher) in engineering. The curriculum must have included differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. (NOTE: You must provide a copy of your transcripts.) OR C. Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. -OR- achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) and are eligible for this position because it is within or closely related to the specialty field of your registration. (NOTE: You must provide a copy of your registration or licensure.) OR D. Have successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. (NOTE: You must provide proof of passing the examination/test.) OR E. Have successfully completed at least 60 semester hours of courses in the physical, mathematical and engineering sciences, and that included the courses specified in the basic requirements in statement B above. The courses were fully acceptable toward meeting the requirements of an engineering program in statements A or B above. (NOTE: You must provide a copy of your transcripts.) OR F. Have successfully completed a curriculum leading to a Bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, (examples of related curricula are not all-inclusive) in lieu of a Bachelor's degree in engineering, AND have at least one year of professional engineering experience acquired under professional engineering supervision and guidance. (NOTE: You must provide a copy of your transcripts and an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.)Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement. -And- ADDITIONAL QUALIFICATION REQUIREMENT: GS-09: Specialized Experience: Have one (1) full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in the private or public sectors) performing the following:(1) reviewing applications for permit to drill to ensure all mineral and fresh water intervals are identified and protected by the casing and cementing programs; (2) reviewing and analyzing drilling proposals to ensure compliance with applicable laws and regulations; (3) participating in the preparation of environmental analyses and other environmental and land use planning documents; (4) assisting in conducting technical inspections of drilling (e.g. blowout preventer tests, setting and cementing casing), completion, workover and plugging/abandonment operations. OR Education: Have a master's or equivalent graduate degree or two (2) full years of progressively higher-level graduate education leading to such a degree from an accredited college or university with major study that is directly related to the position. NOTE: You must submit a copy of your transcripts as proof of any claimed education. OR Combination of Education and Experience: Have some specialized experience, but less than one (1) year; and I have more than one (1) year but less than two (2) years of graduate education. I have computed the percentage of the requirements that I meet, and the total is at least 100%. Note: Only graduate education in excess of the first year (18 semester hours) is creditable toward meeting the experience requirement when combining experience and education. GS-11: Specialized Experience: Have one (1) full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) calculating down hole pressures to ensure that pressure control equipment and procedures are sufficient to control the well; (2) performing engineering reviews of Sundry Notice applications for a variance to the regulatory requirements for oil and gas operations; (3) preparing reasonably foreseeable development scenarios necessary for any revisions to the Resource Management Plan or Programmatic Assessments; (4) overseeing production accountability inspections of producing oil and gas leases and facilities to ensure that operations are being conducted in a manner that does not pose a threat to public health and safety. OR Education: Have successfully completed three years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in an accredited educational institution concentrated in a field that is directly related to the work of this position. NOTE: You must submit a copy of your transcripts for verification. OR Combination of Education and Experience: Have an appropriate combination of successfully completed graduate level education and experience. To determine your combination, first compute your experience as a percentage of the experience listed above; then determine your education as a percentage of the education listed above; then add the two percentages. The total percentages must equal at least 100 percent. NOTE: Only graduate education in excess two full years (36 hours) may be used to qualify. You must submit a copy of your transcripts for verification. GS-12: Specialized Experience: Have one (1) full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) analyzing and reviewing the use of more complex drilling rigs and novel drilling techniques and technology including automated drilling systems, circulating fluid type and handling, and directional and horizontal well bores to limit environmental disruption; (2) providing professional petroleum engineering and regulatory review of Sundry Notice applications for oil and gas operations; (3) identifying potential drainage situations using standard engineering and economic principles including decline curve analysis, ultimate recoverable reserves and economic limit; (4) providing technical expertise and support to the Petroleum Engineering Technicians and Petroleum Accounting Technicians concerning oil and gas inspection and enforcement issues.

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 is required to meet the time-in-grade requirements for the GS-12 level.(Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

There is no substitution of education for experience at the GS-12 grade level of this announcement.
