About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Fort Eisenhower, GA. The fort is located southwest of Augusta, GA and home to the United States Army Signal Corps, Army Cyber Command and the Cyber Center of Excellence.
Duties
Serve as Cyber Center of Excellence (CCoE) Director responsible for directing the CCoE's intelligence and security programs.
Serve as the principal advisor on intelligence and security matters to the Chief of Staff and Commanding General.
Perform duties as the Senior Intelligence Officer (SIO), the Command Security Manager and the Intelligence Oversight Officer.
Consult and coordinate with major subordinate commanders, directors, and key installation staff on projects that require the integration of various directorate resources and efforts into a single plan or project.
Perform the full-range of technical and administrative supervisory duties, to include, assigning work and evaluating duty performance for both military and civilian subordinates.
Establish policy, develop plans and internal guidelines, and define quality and performance standards throughout the directorate.
Manage all Directorate of Intelligence and Security resources at the Cyber Center of Excellence (CCoE).
Ensure positions on the Tables of distribution and allowance (TDA) are accurate and reflect current requirements.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial/probationary period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Requires Temporary Duty (TDY) travel up to 20% of the time.
- Must be able to obtain and maintain a TOP SECRET (TS) security clearance with eligibility for Sensitive Compartmented Information (SCI) based on a T5 (or equivalent) investigation.
- Must consent to undergo and successfully complete a single-scope polygraph examination for Special Access program (SAP) access.
- Required to submit a Confidential Financial Disclosure Report, OGE-450 upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011. See the Additional Information section.

2. Experience performing staff management duties, to include, personnel, fiscal, automation, contract, and logistical resourcing actions. AND
3. Experience coordinating with key staff on projects that require the integration of various resources and efforts into a single plan or project.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-13).
Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
